General Structure of the Turkish Education System

The basic structure of the Turkish National Education system consists of mainly four steps as - pre-school education (4 – 6) - primary education (compulsory) (6-14) - secondary education (14-18) - higher education (18 – )

Secondary Education The secondary education system can be classified as: - General High School (14- 18) 4 years - Vocational and Technical High Schools (14-18) 3- 4 years General High Schools offer programs lasting four years and preparing students for higher education. Vocational and Technical High Schools offer three-year programs (vocational schools) or four-year programs (technical schools). They prepare students for employment in various occupations, or for higher education.

Higher Education Higher education is defined as all post- secondary programs with a duration of at least two years. The system consists of universities (state and foundation) and non-university institutions of higher education (police and military academies and colleges). Each university consists of faculties and four- year schools, offering bachelor's level programs, the latter with a vocational emphasis, and two year vocational schools offering pre-bachelor's (associate's) level programs of a strictly vocational nature.

Higher Education Admission to higher education is based on a nation-wide Student Selection Examination (ÖSS). The examination is held every year and is administered by the Student Selection and Placement Center (ÖSYM). Candidates gain access to higher education institutions based on their composite scores consisting of the scores of the selection examination as well as their high school grade point averages.

Higher Education Standing with 2002-2003 academic year, the graduates of vocational and technical high schools have the opportunity to be placed in two year vocational schools with any entrance exams. The graduates of these two years vocational schools, can continue their education in four year programs, based on the quotas available and their scores in vertical transfer examination.

Gazi University Founded in 1926 as a teacher training institute and re-organised as university in 1982 One of the biggest universities in Turkey in terms of its physical capacity and the number students. 15 faculties, 14 colleges (4 higher education colleges and 10 vocational higher education colleges) and 5 graduate institutes. Dept. of Educational Sciences does not have any special undergraduate program and responsible for the delivery of the compulsory pedagogical courses in the above departments.

According to the new legislation of the Ministry of National Education; the graduates of the following departments will be eligible to be nominated as the teacher of “Technology and Design” courses that are in the curricula as of 6th, 7th and 8th classes starting from 2006- 2007 period: a) Department of Industrial Technology Education b) Department of Industrial Products Design (on the condition that the graduates obtain specific pedagogical formation after obtaining B.Sc. degree)

Department of Industrial Technology Education New mission is to prepare students for a teaching career of “Technology and Design” course in the 6th, 7th and 8th classes of primary education. Re-structured as a hands-on program using an investigative, design-and-construct, problem solving approach to teaching. Students study the resources, systems, and products of technology.

EVOLUTION OF THE DEPARTMENT Modification: 1982 Name after the modification: Department of Technology Education Structural changes: "Industrial Arts Higher Teacher Training School" was first included in the "Technical Education Faculty", then in the "Vocational Education Faculty" as a department named "Technology Education”.

EVOLUTION OF THE DEPARTMENT Modification: 1990 Name after the modification: Industrial Arts Education Structural changes: Technology Education Department was re- organized; Work and Technical Education was changed as Industrial Arts major.

EVOLUTION OF THE DEPARTMENT Modification: 1993 Name after the modifications: Department of Industrial Technology Education Structural changes: Faculty of Industrial Arts Education has been established. Industrial Technology Education Program was put into practice for Work and Technique part of the Work Education Courses in secondary schools (Work Education was a circling course among Work and Technique, Commerce, Agriculture and Home Economics)

Description The “Industrial Technology Education” Department is the first and unique program to be established in Turkey. The Department has programs at B.Sc., M.Sc. and Ph.D. levels. Provides common concepts of Industrial Technology Education and relevant practices as well as required subjects for the teaching career. Within this framework, students are trained in multi-discipline conformity.

Department of Industrial Technology Education The Department offers a 4 year bachelor’s program. The main field courses are provided by the four divisions of the Department: Divisions Industrial Material Technology (Material and Production Technology) Energy and Transport Technology Electrics-Electronics and Telecommunication Computer Aided Design

Employment Opportunities Graduates of this program are entitled as “Technology and Design” teacher Graduates are nominated for the compulsory “Technology and Desing Course” in the 6th, 7th and 8th grades of the General Primary Schools As well as that, graduates can be nominated as the teacher of some equivalent optinal-compulsory or optional courses (such as Quality Control, Standardization, Photography etc. in the general primary and secondary schools. Nomination is based on the grades obtained in the “State Staff Selection Exam” (KPSS) done once a year in July. The Ministry of Education Announces its number of teacher demand in different categories and different cities twice a year (February and August) and nominates the teacher candidates throughout the country according to the grades in KPSS exam

Employment Opportunities Almost all graduates of the Department can be assigned as “Technology and Design Teacher” upon their request and their score in the “State Staff Selection Exam” (KPSS). Providing that they get sufficient scores in KPSS, they do not experience any employment problems. At the moment the only institution providing the “Technology and Design Teachers” in Turkey is Gazi University, Department of Technology Education. For example, the announced demand by the Ministry of Education in August 2006 was 214. Our number of graduates for Summer 2006 was 118. All of them was nominated by the Ministry and the remained part was compansated by the second fields. Choice of profession has become more important with starting of the eight- year continuous obligatory Primary Education in 1997. This caused a rapid increase in the demand for our graduates. Apart from this, the flexibility and interdisciplinarity of the program opens the doors of some other occupational opportunities such as professional positions in business and industry.

B.Sc. Learning Outcomes Students graduated from the B.Sc. New Modification The total credits of the program is rather high. Thus, a study has been started for decreasing the credits of the program to around 160 credits. The mentioned program is being revised basing on the content of the new course “Technology and Design”. Thus, the general approach, mission and the curriculum is being revised basing on the understanding of the new course and the design oriented courses are increased.

GRADUATE PROGRAMS (M.Sc. and Ph.D.) Graduates can continue graduate programs (providing that they success graduate programs entrance exams) to advance their careers. Master Degree and Doctorate degree programs in Industrial Technology Education contribute to the life long learning of technology teachers through on contemporary and innovative topics. The programs are open to all graduates of Industrial Technology Education Department as well as graduates from Engineering and Technical Education programs.

GRADUATE PROGRAMS (M.Sc) Department of Industrial Technology Education offers two Master’s degree programs: M.Sc.in the field of Industrial Technology Education (non-thesis) Minimum 45 semester credits No Thesis (duration is utmost 3 years) M.Sc. degree in Industrial Technology Education Minimum 21 Semester credits Minimum 21 Semester credits Master’s degree Thesis required Master’s degree Thesis required Duration: 2 + 1 years Duration: 2 + 1 years

GRADUATE PROGRAMS Upon admission, each master’s degree student is assigned an advisor from ITE (Industrial Technology Education) Department or/and other related departments within Gazi University, based on a review of the student’s statement of purpose for graduate studies and department expertise in the student’s area of interest.

GRADUATE PROGRAMS (Ph.D.) Department of Industrial Technology has also Ph.D. program for advanced studies in Industrial Technology and Technology Education. The maximum duration for Ph.D. programs is 6 years. Minimum 21 semester credit courses should be succeeded. Before the beginning of Ph.D. thesis, the student should pass a formal sufficiency exam (written and oral) and should have proficiency in foreign language. Afterwards, an advisory committee (3 professors or associate professors) is assigned to evaluate the student’s scientific performance in every 6 months till the completion of the thesis. The advisory committee includes the supervisor and 2 other academicians from the related area of the Ph.D. research.
