Lukens - 3 TDC Review – 28 September 2004 Why We’re Here The “Run IIb” project ends in one year  A pretty hard deadline that can only be pushed ~3 months That isn’t a lot of time to build 350 TDCs We must start now. The job and lead times are long.  Part to order, MOUs to sign, contracts to establish  Testing program to develop. Therefore, we need the decision to proceed now Note, we aren’t asking for approval. We have that.  We will have to ask for a more money, but not justification

Lukens - 4 TDC Review – 28 September 2004 CDF Support We need the real support to replace the TDCs The silicon experience taught me that 500-700 individual review committees meant death for the project. Building and installing will require lots of effort  DAQ work, offline/Level 3 software  Testing and commissioning the new devices. Our volunteer army must want to do this  Strong support by this committee is probably needed to rally the troops.

5. Lukens - 5 TDC Review – 28 September 2004 Recent developments A lot of recent work has led to a large increase in the current TDC read out speed. Indications are that the current TDCs will be able to meet the Run IIb specification for readout.  Confirmation comes in the following talks It is therefore reasonable to question their replacement.

Lukens - 6 TDC Review – 28 September 2004 Pros and Cons For me, the principal advantage to the new TDC is head room in readout speed.  May be needed in real operation.  May allow growth to higher read out rates - More low P T triggers. - Perhaps, but where’s the next bottleneck? The disadvantage is effort and commissioning  Note current TDCs require commissioning. - XTC cards will be added to layers 3, 5, and 7  Perhaps alternative strategies can mitigate this.

7. Lukens - 7 TDC Review – 28 September 2004 Should We Consider Scope Creep? What prevents us from going beyond 1 kHz?  Are the next bottlenecks reasonable to consider? Do we have any interest in this? Creeping scope is in violation of all the project management principles ever laid on us.  However, may be the best thing for the experiment. However, a decision to abandon headroom or expandability impacts our future directions.  Resources are finite, so it may be best to do so.

Lukens - 8 TDC Review – 28 September 2004 The Charge Our charge to the committee is simple We would like your opinion on proceeding with new TDC production.  If more information is needed before the question can be answered, let’s try to get it soon. If a definite consensus is reached, please provide a clear argument for it. If a consensus or simple decision is impossible, give us the best advice you can.

9. Lukens - 9 TDC Review – 28 September 2004 Let the reviewing begin The schedule forces us to decide on production now For better or worse, we’re a lot smarter now than we were then. We expected this to be.  Note, the date for baselining was forced by the Director (tied to the silicon upgrade) and the silicon lead time. The collaboration needs to move ahead on this issue, and get behind the decision. This TDC production review will bring out the issues and information needed to proceed.
