With the approval of the State Council, CGI was established in Dec. 2004. with the fully support from: - Chinese Ministry of Science and Technology (MOST) and its subdivision NRSCC; - 5 shareholders of CGI, covering the main industrial fields in relation to GNSS. To be the primary contractor in China for the implementation of programs under NRSCC & GJU agreement for IOV phase, and also for the followed-up FOC phase. _________________________________________ China Galileo Industries (CGI) - Establishment

1.to facilitate the development of Chinese satellite navigation industry by optimal integration of related resources in China, and to become a leading company in GNSS. 2.In cooperation with NRSCC, CGI shareholders and other industrial sectors, to implement all programs as specified in NRSCC & GJU agreement for Galileo IOV phase. For this purpose, a primary contractor agreement has be signed between NRSCC and CGI in 2005. 3.To be responsible for Galileo operation and maintenance in China during its operation phase 4. ______________________________________________________ Projects Cooperation in IOV Phase - General Survey Basing on the Galileo Cooperation Agreement signed between NRSCC and GJU on October 9th, 2004, CGI, as the Prime Contractor of IOV phase, has been undertaking 12 projects. The amount of all projects signed is about 33.938 Million Euros. EEG, Rx/Chipsets, SLR II, GSS in China are to be kicked-off The total price will be 64,838 Million Euros.

______________________________________________________ Projects Cooperation in IOV Phase - Ongoing SAR Transponder (SART) Search and Rescue Transponder (SART) SAR Transponder (SART) Overview: SART project shall finish the R&D and manufacturing of SAR Transponders (5 suits) for Galileo satellite system and SART RF suitcase (1 suit). Undertaker: China Academy of Space Technology (CAST) Remarks: SART payload is an unique function of Galileo satellite. Galileo system is the first satellite system combining the navigation function and search & rescue function.

This station will be included in the global network of SLR stations Undertaker: China Electronics Technology Corporation (CETC)

It will be used for transmitting up-link signals in C-band for uploading mission related information. Undertaker: China Aerospace Science&Industry Corporation (CASIC)

______________________________________________________ Projects Cooperation in IOV Phase - Ongoing SAR Transponder (SART) EEV and MEOLUT SAR Transponder (SART) Overview: End-to-End testing to verify SAR/Galileo system requirements and validate the forward link service by demonstrating the system and evaluating its technical performances. MEOLUT is a ground segment of SAR/Galileo system which shall provide a highly reliable distress processing tool at user level in order to overcome the drawback of current system and enhance the performance (improved accuracy and near real time detection) brought by Galileo system Undertaker: China Academy of Space Technology (CAST)

______________________________________________________ Projects Cooperation in IOV Phase - Ongoing SAR Transponder (SART) EEV and MEOLUT SAR Transponder (SART) Remarks: Currently, it is planed that two local user terminal stations to be established for system testing and validation in IOV phase. One station in Europe and another one in China. Galileo MEOLUT system is going to be brought into COSPAS-SARSAT global rescue system, Chinese MEOLUT can help increasing the ability of alert system in north-west Pacific area.

______________________________________________________ Projects Cooperation in IOV Phase - Ongoing SAR Transponder (SART) China Galileo Test Range (CGTR) SAR Transponder (SART) Overview: CGTR is to develop and deploy a ground-based Galileo pseudolites infrastructure in China, which acts as: A tool to perform analysis and research on the Galileo signal Test environment for Galileo receiver and application development Local augmentation system to deliver high performance positioning and navigation services Undertaker: China Electronics Technology Corporation (CETC) Aims: Support pseudolite testing and navigation signal testing Support receiver testing in indoor and outdoor environment Design & Deployment Operation &Demonstration

Provide information services (weather, position, market and commercial data); Vessel monitoring and control; safety enhancement. Beneficial for governmental administration and fishermen. Aims: Analyses the market requirements, feasibility and application mode of the GNSS application in fishery. Extend the application field of satellite navigation system. Establish a foundation for GNSS based global applications and services

______________________________________________________ Projects Cooperation in IOV Phase - Ongoing SAR Transponder (SART) Galileo Olympic Games Demonstration (GOGD) SAR Transponder (SART) Overview: The SINO-EURO Galileo cooperation Program and Beijing 2008 Olympic Games can be combined together through GOGD project. It is a good opportunity for Galileo satellite navigation system to be introduced to public all over the world. GOGD project has developed, deployed and demonstrated an innovative Galileo type services in Beijing Olympic Games. Undertaker: China Satellite Communications Corporation (China Satcom) Current Conditiom The undertaker has accomplished all the tasks fixed by the contract and the deliveries has achieved the approval from the EU side. ______________________________________________________ Projects cooperation in IOV Phase - Finally Reviewed SAR Transponder (SART) LBS Standardization SAR Transponder (SART) Overview: This project is to open the standards in 3GPP, OMA and 3GPP2 to other satellites positioning systems than GPS, and in particular for Galileo. ______________________________________________________ Projects cooperation in IOV Phase - to be Kicked off SAR Transponder (SART) In addition to the 12 projects launched in year 2005, the following projects is expected to be kicked off: EEG (ERIS EGSIC GSS) -The objective of the EEG project aims at deploying a first infrastructure in China for the augmentation of the GPS services and a first experimentation of the External Regional Integrity feature of Galileo. Test User Receiver and Chipset -The overall objectives of the project are the development of a GPS/Galileo or GPS/Galileo/Compass prototype receiver, and the definition of an Implementation Plan for chipset design and other future activities.

______________________________________________________ Cooperation in the coming future SAR Transponder (SART) EGSIC CGI is making ever effort to push forward the coopeartion in Galileo Program and other satellite navigation fields in the coming future: Strive to obtain the project tasks from the 6 workings packages of FOC(Full Operation Capacity) phase with integrating the Chinese industry sources Make best use of 130 Million Euro investment of China in the FOC phase to maximize the Chinese benefit in the Galileo program IOV evolution basing on the good foundation towards FOC that CGI has assembled in the IOV phase Open up other interested areas

______________________________________________________ Cooperation in the coming future SAR Transponder (SART) EGSIC CGI has made full preparation for the coming futrue: Phase1: Summarizing the IOV results and prepare for the FOC (2008.Mar.-Apr.) Phase2: Actively Seeking EU partners ( 2008.May.-Jun.) Phase3: Sorting Ideas from Chinese Industries (2008.July.-Sep) Phase4: createing a draft cooperation projects suggestions. (2008.Oct.)

_____________________________________________________ SAR Transponder (SART) EGSIC CGI plays an important role in the Sino-European Galileo cooperation, and the launching and the execution of the projects during the IOV phase is an important achievement for the Sino- European Galileo cooperation during the IOV phase. CGI will continuously push forward the Galileo cooperation to pursue the Sino-European mutual benefit in the implementation of further IOV and coming FOC phase. CGI and Chinese industries are well confident to contribute to FOC, and further cooperation will be established with EU partners. CGI is also focusing on the market exploration and the industry resource integration in China so as to create a optimal ground for Galileo’s application in China. Conclusion
