Credit System The Finnish credit system complies with the European Credit Transfer and Accumulation System (ECTS) so that the Finnish credits are equivalent to the ECTS credits. Higher education studies are measured in credits (cr). Courses and study modules are credited according to the amount of work they require to attain the required objectives. A student’s average study effort of 1,600 hours required for the completion of studies during one academic year corresponds to 60 credits.

Health Care Services in Oulu In cases of acute illness international students whose stay in Oulu lasts at least 4 months are entitled to use the services of the Kontinkangas Students’ Health Centre, Kajaanintie 48, Kontinkangas, Oulu, A-building, floor 3B all visits to a doctor or public health nurse will be only by an appointment. NOTICE! This applies also to visits to the public health nurse on duty! a health care centre fee of 11 euros will be charged for the 3 first visits to the doctor within a calendar year a penalty fee of 27 euros will be charged if you do not use, nor cancel a reserved appointment. Health Care Services in Oulu Outside the opening hours of the students' health centre (evenings and weekends), you can use the services of the emergency unit of the Oulu University Hospital, Kajaanintie 50, entrance A1, tel. (08) 315 2655. During on-call hours an emergency fee of 22 euro per visit will be charged. You can go to the emergency unit without an appointment.

Health Care Services in Raahe In cases of acute illness international students whose stay in Raahe lasts over 4 months are entitled to use the following services Public Health Care Receptions ―The student health nurse has reception at campus. ―The nurse is available on Thursdays every week and on Wednesdays of even weeks. ―Office hours: 8.00–16.00. Health Care Services in Raahe Reception of public health nurse for all students is on the main health care centre, address: Rantakatu 4 – Monday-Friday at 8.00-15.30 – Make an appointment by calling 08-439 4580 or 08-439 4581. Health Care Services in Raahe Private health care –There is also a private medical clinic in Raahe. In the private sector the customer/patient is liable for all the costs. If you have traveller's insurance, the insurance usually covers the expenses. Please check the terms of your insurance! Health Insurance Required from Third-Country Nationals Third-country nationals (non-EU/EEA/Swiss citizens) who will come to Finland to study or for a student exchange are required to have a health insurance if their studies or exchange period will last over three months. The insurance must cover the whole duration of studies in Finland. The insurance must have been taken before leaving for Finland and details of comprehensive health insurance cover must have been attached to the residence permit application. Comprehensive insurance cover means insurance which includes the types of treatment and costs that are covered by municipal health care services and the health care system. The insurance has to issued by a reliable and solvent company or institution.

For studies of less than two years in duration, a student must have private insurance which primarily covers the costs of medical treatment up to 100,000 € (cost level 2007). If the duration of the studies is two years or more (usually degree students), a student will usually have a home municipality in Finland and is therefore entitled to municipal health care services. In such cases, it is sufficient for the insurance to primarily cover the costs of medicines (in practice the cover extends to doctor’s fees and costs of treatment and examination), up to 30,000 € (cost level 2007).

Insurance Companies Issuing Insurances for Third-Country National Students A degree student must apply for an extension of a residence permit, because a third-country national student’s temporary residence permit is granted for a year at a time. Details of comprehensive health insurance cover must be attach to the application. Students who have already been studying a year in Finland, can take an insurance for the extension period in Finland from the Finnish insurance company If P&C Company, that is the only insurance companying issuing insurances for international students in Finland. Oulu UAS has made on agreement with the company about a health insurance for international students.

The insurance premiums of ”If” are as follows: - students whose studies will last the maximum of two years: 0.99 EUR/day covering medical expenses up to 100 000 €. - students whose studies will last the minimum of two years: 0.40 EUR/day covering medicine expenses up to 30 000 €. Further information, details about billing, and registration for the insurance are handled through the Student Affairs Offices of Schools of Oulu University of Applied Sciences.

Residence Permit for Finland Students from EU / nordic countries and equivalent: Citizens of EU member countries and equivalent (Liechtenstein, Switzerland) do not need a residence permit, but they must register their right to reside in Finland, if their stay in Finland lasts for longer than 3 months. The registration must be done at a local police department in Finland. A written certificate of registration will be given to the registered persons. It must be shown to the authorities on request. Students from nordic countries (Sweden, Norway, Denmark and Iceland) must register their residence in Finland at a Register Office (”maistraatti”) under Inter- Nordic Migration Form, if they stay over 6 months in Finland.

Residence Permit for Finland Students coming from outside EU countries and equivalent: Citizens of other than EU countries and equivalent are required to have a residence permit before arriving in Finland. Applications for extension of a residence permit can be made to your local police in Finland.

Residence Permit/Right of Residence Application deadline for the residence permit and registration deadline for the registration of your right to stay in Finland You have to apply for the residence permit or register your right to stay within three months of your arrival in Finland. Duration of the residence permit (non-EU/EEA citizens) You have the right to stay in Finland for the duration of your studies. If the studies last for over a year, the permit is granted for a year at a time. The permit can be extended annually at the Police Station. Residence permit/registration fees The residence permit fee for students is 50 EUR and the fee for the registration to stay is 40 EUR. Extension of a residence permit for studies costs 55 EUR.

Extension of Residence Permit (non EU/EEA citizens) Students are issued only temporary residence permits. A residence permit is granted for a year at a time. The permit can be extended annually at the Police Station. An application for the extension of a residence permit must be submitted with the similar documents that were required for the first residence permit application before leaving for Finland. Additionally the applicant must provide details of comprehensive health insurance cover for the extension period. The student may have to prove that he/she has completed Finnish/English language courses and has good command in the language of instruction.

Extension of Residence Permit (continues) The student must be enrolled in the university of applied sciences and studying full-time. He/she must have completed the required courses of the degree programme. If the completed courses are too few, an extension may be denied. An enrolment certificate and transcript of records must be enclosed with the residence permit application. Ca. 43,2 credits must be completed in an academic year. The extension permit fee is 55 €. The decision on the application will be made by the police.

Documents for the Registration of the Right to Stay (EU citizens and equivalent) The following must be submitted when registering one’s right to stay in Finland (EU citizens and students from Liechtenstein or Switzerland): completed registration form (forms available from the police) valid passport or other acceptable travel document (an identity card approved as a travel document) a passport photograph enrolment certificate from the OUAS account of the applicant’s means of support registration fee 40 EUR

Documents for the Registration of the Right to Stay (EU citizens and equivalent) Depending on the grounds for applications, also the following documents may be requested when registering the right of residence: clarification on family ties (Finnish Immigration Services’ form Uvi 102) marriage certificate information on the principal terms of employment provided by the employer account of the pursuit of a trade other documents requested by the authorities.

Documents for the Residence Permit Application I (non-EU/EEA citizens) The following must be submitted when applying for a residence permit: completed residence permit application (forms available from the police authorities of the applicant's place of residence) details of comprehensive health insurance cover valid passport a passport photograph enrolment certificate from the Oulu UAS documentation confirming that the applicant is able to finance his/her own stay during the period of study: evidence that the student has a minimum of EUR 500 at her/his disposal for each month he/she intends to stay in Finland in the form of a grant or bank deposit application fee 50 EUR

Documents for the Residence Permit Application II (non-EU/EEA citizens) if necessary, medical certificate and extract from the criminal record Certain other certificates/documents will also be required, depending on the applicant's reason for being in Finland. Once the residence permit has been granted, the permit holder must register with the Register Office ( maistraatti ) for his/her place of residence.

Work along with Studying / EU/EEA Citizens Students who are citizens of the European Union or Iceland, Norway, Liechtenstein and Switzerland may work along with studying in Finland without a worker’s residence permit, but they have to register their right to stay in Finland.

Work along with Studying /non-EU/EEA Citizens Restrictions on Working Hours Students who are non-EU/EEA citizens may work within certain limits on a valid residence permit granted for study purposes if the work is practical training included in the degree or if the amount of part-time work does not exceed 25 hours a week. Full-time employment may be undertaken during holidays when the university of applied sciences does not arrange teaching as such; in practice this is usually during summer and Christmas vacations (from May 1 to Sept 30 and from Dec 15 to Jan 15). Non-EU/EEA students are not allowed to work full-time during the semesters without a worker’s residence permit, because then they cannot be considered as students.

Higher Education Libraries – Libraries at Oulu University of Applied Sciences 8 libraries in the schools of Oulu University of Applied Sciences (Oulu, Raahe, Oulainen) borrowing without a library card is not possible in most library units the library card is free of charge if you are a member of the Student Union you do not need a separate library card, the student card is valid as a library card – Oulu University Libraries, Main library in Linnanmaa campus Customers are given a library card when they first borrow materials from any of the university libraries.
