The SouthEast Coastal Ocean Observing SECOORA Meeting Regional Association (SECOORA) June 11-12, 2007 Impetus for data and information management SECOORA has customers! "We regret that because of current NOAA budget cuts and probable additional cuts, we will be removing the following three ocean buoys during the next scheduled servicing cruise in April. Station FRP2 - Fripp Nearshore (NDBC No. 41033) Station CAP3 - Capers Mid-Shelf (NDBC No. 41030) Station SUN3 - Sunset Mid-Shelf (NDBC No. 41027)" Active Uses of Data: Fishing Conditions Fishing Conditions Weather Conditions Weather Conditions General Interest General Interest Public Safety Public Safety SCUBA Diving SCUBA Diving Commercial Fishing Commercial Fishing Boat Charters Boat Charters Commercial Shipping Commercial Shipping Storm Preparedness Storm Preparedness Research/Teaching Research/Teaching The Information Management (IM) component of the IOOS is fundamental to its entire operation (First IOOS Development Plan, 2005)

The SouthEast Coastal Ocean Observing SECOORA Meeting Regional Association (SECOORA) June 11-12, 2007 Goals for data and information management Coordinate sound data management practices including data assimilation, QA/QC, archival, documentation and availability. Coordinate sound data management practices including data assimilation, QA/QC, archival, documentation and availability. Coordinate timely delivery of appropriate data, information and metadata to modelers, forecasting centers, emergency management personnel, and others. Coordinate timely delivery of appropriate data, information and metadata to modelers, forecasting centers, emergency management personnel, and others. Demonstrate a national model for IM via coordination of a regional capacity for exchange of data, metadata and derived products in accordance with emerging national IOOS standards while meeting the needs of our regional users. 5 The SouthEast Coastal Ocean Observing SECOORA Meeting Regional Association (SECOORA) June 11-12, 2007 Guiding Principles Establish SECOORA as a “national center of gravity” for data and information managementEstablish SECOORA as a “national center of gravity” for data and information management Requires we do it well and do it earlyRequires we do it well and do it early Others (regions, IEOS, GEOSS) can leverage our efforts – no need for IOOS PMO to fund this 11 timesOthers (regions, IEOS, GEOSS) can leverage our efforts – no need for IOOS PMO to fund this 11 times Requires that we be inclusive in terms of requirementsRequires that we be inclusive in terms of requirements Provide demonstrable and quantifiable valueProvide demonstrable and quantifiable value “Operational” testbed with real data, real products, real models, real users“Operational” testbed with real data, real products, real models, real users Enterprise approach tailored for our specific needsEnterprise approach tailored for our specific needs Mechanism for prioritizationMechanism for prioritization Plan for regional-based sustainabilityPlan for regional-based sustainability Addressed in our Business PlanAddressed in our Business Plan Optimize at the SECOORA levelOptimize at the SECOORA level Fractionalization, at this point, will be counterproductive for the medium to long-term viability of our enterpriseFractionalization, at this point, will be counterproductive for the medium to long-term viability of our enterprise

The SouthEast Coastal Ocean Observing SECOORA Meeting Regional Association (SECOORA) June 11-12, 2007 Components of the DMAC subsystem To be IOOS compliant, the SECOORA DMAC subsystem must consist of: Data and metadata: Data and metadata: Data discovery: Data discovery: Data communications: Data communications: Data transport: Data transport: On-line browse: On-line browse: Data archive: Data archive: Data and metadata: The data and required documentation including the use of a common vocabulary Data and metadata: The data and required documentation including the use of a common vocabulary Data discovery: Capacity for searching and locating desired data and products Data discovery: Capacity for searching and locating desired data and products Data communications: Communications infrastructure for accessing and transporting data and data products Data communications: Communications infrastructure for accessing and transporting data and data products Data transport: Data and products must be transferred over the Internet in a transparent, interoperable manner Data transport: Data and products must be transferred over the Internet in a transparent, interoperable manner On-line browse: Data must be accessible through common Web interfaces On-line browse: Data must be accessible through common Web interfaces Data archive: Mechanisms for secure short- and long-term data storage must be established and maintained Data archive: Mechanisms for secure short- and long-term data storage must be established and maintained And to be successful, the SECOORA DMAC subsystem must consist of: People: People doing the work and people using the data and derived products People: People doing the work and people using the data and derived products

The SouthEast Coastal Ocean Observing SECOORA Meeting Regional Association (SECOORA) June 11-12, 2007 Where we are and where we are going Current state: Via SEACOOS and sub-regional collaborations, we have the solid footprint of the SECOORA DMAC subsystem Draft data dictionary Draft data dictionary QC standards QC standards Regional NetCDF standard Regional NetCDF standard Web portals, DODS / OPeNDAP servers and OGC services Web portals, DODS / OPeNDAP servers and OGC services Metadata Metadata Draft registry of regional assets Draft registry of regional assets Data Management Coordinating Committee Data Management Coordinating Committee Great IT and IM folks Great IT and IM folks

The SouthEast Coastal Ocean Observing SECOORA Meeting Regional Association (SECOORA) June 11-12, 2007 Where we are and where we are going Desired future state (Year 1) : Maintain (and enhance?) existing DMAC subsystem Maintain (and enhance?) existing DMAC subsystem Establish the Southeast Ocean Data Partnership (ODP) to build upon and codify data management procedures and processes established by IOOS and sub-regional efforts within the SECOORA domain* Establish the Southeast Ocean Data Partnership (ODP) to build upon and codify data management procedures and processes established by IOOS and sub-regional efforts within the SECOORA domain* A dynamic SECOORA Sensor Inventory will be established to provide up-to-date databases and maps of regional observing capabilities (locations, sensors deployed, variables measured) and their operational status* A dynamic SECOORA Sensor Inventory will be established to provide up-to-date databases and maps of regional observing capabilities (locations, sensors deployed, variables measured) and their operational status*

The SouthEast Coastal Ocean Observing SECOORA Meeting Regional Association (SECOORA) June 11-12, 2007 Where we are and where we are going Desired future state (Years 2 to 5) : For planning out to five years, SECOORA will be the proactive leader in the development and maintenance of an effective IM framework for the region and nation. This framework will: Support an operational DMAC subsystem that meets the needs of our users Support an operational DMAC subsystem that meets the needs of our users Enable ready access to information from the observing and modeling subsystems Enable ready access to information from the observing and modeling subsystems Allow a distributed set of data providers to coordinate information exchange through a virtual regional information hub Allow a distributed set of data providers to coordinate information exchange through a virtual regional information hub Have the ODP accepted and recognized as model organization Have the ODP accepted and recognized as model organization
