Foundational Statements and Concepts BBC Statement of Purpose: Recognizing overt disparities in health, wealth, and education that limit the ability of Alameda County children to all realize their potential, together we will ensure a sustainable multi-sector commitment to improved overall well-being for communities and the people who live in them, from the earliest stage and throughout all stages of life. Key Concepts: Early Programming: Exposures during critical periods early in life, including in utero, may determine the functioning of systems in the body and resulting health and disease later in life Cumulative Pathways: chronic stress creates wear and tear on your body’s adaptive systems, leading to decline in health and function over time.

I. Bill of Rights All children in Alameda County have a right to be born healthy and to: be believed in; live, play and grow in a clean, safe place; receive a quality education; be loved by a caring adult; eat healthy food; explore nature; enjoy economic opportunity and financial security; access health care that promotes well- being; be free from discrimination and violence; be included and valued by a supportive community III BBC Strategies: The actions BBC will take to achieve the desired Outcomes. Taken together, the Strategies communicate the most important actions for creating changes in skills, knowledge, attitudes, behaviors and conditions that are needed in to achieve BBC Outcomes. BBC Strategies cut across Sectors and may cut across Life Stages. IV. 5-Year BBC Goals: Statements of what BBC intends to accomplish over the next 5 years. It is likely that BBC will have Goals related to its Outcomes and Strategies AND Goals related to its organization and governance. II. Desired Outcomes: Specific conditions of well- being for the population of Alameda County. V. Performance Measures: How much? How well? Have conditions changed to make people better off?

Process for Refining and Further Developing Outcomes Work in groups at your tables; each table will be assigned a life stage to consider and work on… 1.Discuss the “initial language” Does it reflect an essential social condition? What refinements (if any) should be made to the language that is already there? 2.Are there any additional essential social conditions relevant to your assigned life stage that BBC should be working toward in order to realize the Bill of Rights? 3.Capture the group’s thinking as recommended edits to the initial language. In each case, the Outcome should be a phrase that completes the sentence All (children, adults, etc…) have the benefit of (social condition)_

BBC Strategies – Taking Action to Create New Social Conditions BBC Strategies are: multi-sector, integrated, collaborative actions to change the social conditions for the residents of Alameda County. They are distinct from, but supported by the specific service strategies of individual BBC partners. Each BBC Strategy is evidence-based, multi- layered and may move Alameda County toward multiple BBC Outcomes

Process for Determining Which Strategies to Pursue Review Strategies (Gallery Walk) Define criteria for choosing among them Consider individual top 3 and rationale – relate to criteria Ask for top 3 from two or three people and then work from there to consensus This will be an iterative process – I will be asking for clear rationale and asking each of you to listen carefully from a place of inquiry.
