1. New congestion targets New data sources make possible New focus on what is important to people reliability for strategic roads sharing road between buses and cars in urban areas Focus on managing network, while we develop road pricing One target for strategic roads (Highways Agency) One for local authority roads in urban areas New data sources make possible New focus on what is important to people reliability for strategic roads sharing road between buses and cars in urban areas Focus on managing network, while we develop road pricing One target for strategic roads (Highways Agency) One for local authority roads in urban areas

Trunk roads (Highways Agency) PSA objective Support the economy through the provision of efficient and reliable interregional transport systems PSA target By 2007-08, make journeys more reliable on the strategic road network PSA target measure Average vehicle delay associated with the 10% worst daytime journeys – to be lower in 2007-08 than baseline PSA target detail 10% worst journeys on each road / time of day, ie every road has a “10% worst”. Delay relative to reference speed Target coverage The network split into 103 routes; 87 included in the target initially. (Others excluded for now due to poor data)

Causes of unreliable journey times Accidents / incidents (Traffic Officers, diversions) Roadworks (better planning/management/information) Flow breakdown (access metering, controlled motorways) Robbie Williams (event planning, diversions, information) Weather (gritting at the right time) Accidents / incidents (Traffic Officers, diversions) Roadworks (better planning/management/information) Flow breakdown (access metering, controlled motorways) Robbie Williams (event planning, diversions, information) Weather (gritting at the right time)

What we have now Data relate to baseline of Aug 04-Jul 05 Overall figure 3.5 mins delay per 10 miles Data relate to baseline of Aug 04-Jul 05 Overall figure 3.5 mins delay per 10 miles

Urban roads PSA objective Deliver improvements to the accessibility, punctuality and reliability of local and regional transport systems PSA target By 2010-11, the ten largest urban areas will meet the congestion targets set in their Local Transport Plan relating to movement on main roads into city centres LTP target headline LTP target detail LTP target coverage 153 routes into the 10 largest urban areas On target routes, accommodate an expected increase in travel of x% within a y% change in (person) journey times The target is person journey time, taking into account vehicle occupancy

Person journey time Better than vehicle journey time; includes occupancy Important in urban areas because of buses Occupancy is relatively expensive to collect Limits the number of routes/areas we can include in target Whilst target is journey time, acknowledge context of increase in the amount of travel (due to regeneration) Better than vehicle journey time; includes occupancy Important in urban areas because of buses Occupancy is relatively expensive to collect Limits the number of routes/areas we can include in target Whilst target is journey time, acknowledge context of increase in the amount of travel (due to regeneration)

A note on the new data sources All this only possible because of new data sources On strategic roads, have journey times for every 15 mins for every junction-to-junction link for every day of the year On local roads journey time data less dense, but also have local surveys of occupancy and bus journey times Looking to develop data sources further All this only possible because of new data sources On strategic roads, have journey times for every 15 mins for every junction-to-junction link for every day of the year On local roads journey time data less dense, but also have local surveys of occupancy and bus journey times Looking to develop data sources further

The emerging framework for road pricing Tackle congestion problems today/medium term in a few pathfinder areas with proven technology as used elsewhere as part of package of investment from the TIF & a deal (to be defined) on use of revenues But at same time lay the foundation for wider roll out by offering optional alternative technology in pathfinder schemes piggy-backing off other commercially provided systems Tackle congestion problems today/medium term in a few pathfinder areas with proven technology as used elsewhere as part of package of investment from the TIF & a deal (to be defined) on use of revenues But at same time lay the foundation for wider roll out by offering optional alternative technology in pathfinder schemes piggy-backing off other commercially provided systems
