E-Journals Added value Comfortable access to about 2.700 e-journals from our users’ desktop (plus ABI/Inform) Cross access to the holdings of other consortium members Additional access to non- subscribed titles Small institutions benefit more from the consortium than big ones Cost savings (Example) Kluwer print holdings at the Univ. of Giessen in 2001: 40 subs.=39 titles=NLG 142.304 Kluwer offers access to 688 titles worth NLG 997.533 All consortium members have access to these 688 titles for a total fee of less than NLG 100.000 For 444 titles there are no print subscriptions in the consortium

Example According to the usage statistics of our SDOS Server in Frankfurt 58 of the 100 e-journals most used in Marburg have no print equivalents on the campus, but are provided via cross access (= 48% of full text downloads). Savings in subscription costs: about DEM 365.000

Some publishers don‘t provide the information we weed or a variety of unnecessary data. 13.10.01Margot Wiesner12 HeBIS HeBIS - Konsortium Mid-term review Use of electronic channels to search for academic information 54% of students (70% of lecturers) use electronic channels to get academic information in the following ways*): 64% (66%) prefere commercial search engines with questionable success*) 40% (58% ) use the local server of the university library for searches*) 6% (30%) are used to search in special online databasas*) Only 15% of students were introduced how to use electronic information by library staff.*) There is a lot to do to increase knowledge of the electronic resources provided by the consortium and to encourage the use of them. *) Replies to questionnaires from 3000 students (800 lecturers) in the sciences and social sciences. Predicted Price Increase for 2002 amounts between 7% and 12%, depending on the billing currency.*) Most library budgets decrease or remain stagnant.Subscription cancellations are again inevitable. Only journals not covererd by consortial agreements can be cancelled. The deal is made at the expense of smaller publishers in the arts and humanities. 13.10.01Margot Wiesner14 HeBIS HeBIS - Konsortium Will E-Only solve our problems? Only if no printed copies were available could usage really be determined. Agents‘ handling charges may be saved if subscriptions are placed directly with the publisher. But: Publishers offer to switch to the electronic version on subscription basis only. Each subscription has to be kept, even duplicate copies. It is as hard to talk faculty libraries into holding subscriptions as to talk them into cancelling print versions, if there are no considerable cost savings.

There could be cost savings if there were no different tax rates for print and online products in Germany. 13.10.01Margot Wiesner17 HeBIS HeBIS - Konsortium Sharing costs in the consortium Distribution of costs is based on central funding at the moment, normally following the rule: Databases: 50% central funds, 50% own expenses Journals: content fee=central funds, subscriptions=own expenses A formula for spreading costs as fair as possible should include usage and local costs for subscriptions*) A key for sharing costs in the consortium will only work on the condition that we find a way for sharing costs between central library and faculty libraries on each campus. *) AGUB [NRW].
