The New Project Phase During 2004 there were several proposals and possible approaches for the next phase of the project. In December 2004 a team was assembled to work on a charter, approach, recommendation and project plan to present to the E-Permitting committee in February. Brief Review of Documents Project Charter Project Charter –“Enhance the Water Management District web portal to include a spatial permit query tool to assist individuals in obtaining regulatory information.” FUNDAMENTAL OBJECTIVESMEASUREMENT Provide seamless access to permit data regardless of District boundaries. Project team approval. Create an exchange standard for ERP and Water Use permits Standards document has been created and approved by the project team. Develop and implement a common spatial permit search tool and supporting GIS layers for all 5 water management districts. The team has approved the spatial permit search tool and it is accessible on the Internet with an acceptable response time.

Brief Review of Documents Project Scope Project Scope –Enhance the existing permitting portal by including a common spatial permit query tool to assist individuals in obtaining basic regulatory information about a permit or a set of permits and then by referring them to the appropriate water management district if more detailed information is required –Will display a small set of standard permitting fields for CUP/WUP (16), CUP Stations/WUP Withdrawals (12), ERP (12) –Permit boundaries & CUP/WUP points will be displayed in spatial tool –Incorporation of address information into the spatial tools of the portal so that a user can enter an address to locate an area of interest

A single spatial tool is developed and hosted by one District (SJRWMD). The District hosting the servers is responsible for the operation and maintenance of the servers. –Team has already agreed on the standard fields to be used for the transference mechanism
