History In April 2004 LIGO received a grant (PHY- 0355454) for $3.094 million (over five years) from the NSF to build an outreach center in Louisiana in collaboration with the Exploratorium (San Francisco), SUBR, and LA GEAR UP

Exploratorium Exhibits The Exploratorium has already prepared exhibits for Livingston under this Grant and for Hanford using Operations funding, and these exhibits have been set up in temporary locations

SEC Construction Contract The last chart illustrates the timing for expected funding from the NSF for the Outreach Program and limited Caltech exposure for the proposed plan for issuing a contract for the Science Education Center. We expect to issue a contract for the Science Education Center in October. The contract value will be $1,734,369. We will also issue a contract for construction management, which we estimate will be less than $75,000. The total cost plus commitments will step up to $2.7 million at that time. This is reflected in the green curve on the last chart.

Outreach Funding Profile We received funding for Outreach in April 2004 of $1.994,919. We expect an additional $891,101 for a total of $2,886,020 in April 2006. We will submit our annual report immediately after the first of the year and hope to accelerate this award date. The solid red curve reflects the budgeted funding (See last chart). Encouraged by the NSF, we will submit a request for $400,000 in supplemental funding to offset the increased cost of the building. This supplemental funding is depicted by the dashed red curve. I show receipt of this funding in October although it could be later.

Consequences (see next chart) The key thing to note is that for a period of time our commitments on this program will exceed our funding authorization (Green curve higher than Red Curves). However, the Blue Curve represents a projection of Actual Costs. Based on this projection we do not expect actual costs to exceed our funding authorization and, indeed, there should be considerable margin.
