K. Long, 26 June, 2015 Phase II: introduction to discussion Background (reminder) Responses Assumptions Presently planned bids Input to summary table Summary tables Conclusions & next steps
2
2 Background (reminder) CCLRC MICE Project Board: ToR include: ‘To prepare for the project approval of phase 2 …’ Next meeting (09Sep05) KL required to ‘prepare phase-2 strategy discussion’ This will initiate a discussion that will take place over a number of CMPB meetings The MICE collaboration: Phase I: ‘Formal’ (= GW 2/3) definitions: MICE step II Completed by end of UK fy 2006/07 (01Apr07) More realistically: Completed in calendar 2007 MICE collaboration perspective MICE step III could be in Phase I if resources permit Stick to formal (=GW 2/3) definitions in following
3
3 Responses: Anticipated bids for resources to support Phase II Belgium Gregoire: no response Pessimistic assumption, no Phase II bid Italy Palladino: ‘watching brief’ Pessimistic assumption, no Phase II bid Japan Kuno, Yoshimura: no response My understanding, Phase II bid will be submitted Assume Japanese bid for Phase II consistent with WBS [Absorbers bodies] Netherlands Filthaut: Recent request for additional resources refused Assume field sensors (and student) Switzerland Blondel: Assume continued support at present level: Prof, post-doc, 1–2 PhD, technical support Bid for CC in preparation – more details to follow UK Drumm, Long: Phase II bid foreseen – more details follow Support for RFCC through ‘technology’ bid – more details follow US Kaplan, Zisman: Use ‘baseline’ case – more details follow EU & CERN Haseroth: no response Pessimistic assumption, no Phase II bid
4
4 Assumptions: presently planned bids Switzerland: AB Two avenues being pursued Obtain one coupling coil from a Swiss company (e.g. Brucker) Discussions with Brucker underway Brucker studying feasibility of manufacture and cost Funding opportunities: Bid to National Swiss Foundation Bid to the FORCE (FOR CErn) programme FORCE designed to support approved experiments at CERN Argue that MICE is important for future of CERN CHIPP (Swiss Particle Physics Institute): Meets at end of September Budget has 1 MCHF ‘pencilled in’ for MICE CC Could produce 1 MCHF in three instalments (March 06, 07, 08)
5
5 Assumptions: presently planned bids UK: Phase II bid flagged during Phase I approval: “Construction of UK contributions (infrastructure, focus-coil modules and the full tracker) to the subsequent stages of the full experiment (£3.3M).” Assume bid as presented at Gateway and other reviews
6
6 Assumptions: presently planned bids UK cont d : Support for RFCC module: From MICE perspective Schedule-risk management Funding opportunity perspective Enhance UK manufacturing capability Consortium to manufacture prototype MICE cavity: Industry: High Power RF Faraday, E2V, Shakespeare Laboratory: CCLRC: DL RF Group, ISIS University: Imperial, Cockcroft (Lancaster Elec. Eng.) In collaboration with MICE/US labs Timescale: Prepare proposal in ‘winter’ 2005 Could release funds April 2006? Value of bid not yet clear For resource table assume £300k – i.e. £100k per year for 3 years
7
7 Assumptions: presently planned bids US: Sources: MZ’s presentation to CB at CM13 Assume baseline case: News on NSF funding from DK US: Costs No explicit contingency ‘Contingency is time’ Phase I contributions ‘paid for’ by end US fy 06 Assumes first CC from international (non-US) MICE If not part of NFMCC tender cost estimated to be $970k
8
8 Assumptions: input to cost summary Build-phase costs only: Exploitation-phase costs not included Phase 1: MICE to Step II (one solenoid) (GW 2/3 definition)
9
9 Summary tables: cost Phase II
10
10 Summary table: income
11
11 Conclusions: Story for MICE steps III – V looks plausible Needs more work: Inconsistent cost models Iteration on cost estimates needed Need significant extra resources for step VI Perhaps missing information might change this conclusion Need to prepare MICE Phase II proposal for October 2006 National/regional bids prepared in parallel Could present plan in the form: Phase II: MICE steps III to V Phase III: MICE step VI
12
12 Next steps: Solicit missing responses (check) Revisit (from WBS) costs and schedule Investigate FP6 & FP7 FP6: several attempts to date – are there untried avenues? FP7: expect first calls Oct/Nov06 – Funds could be Q2, Q3 calendar 2007 ~OK? Would MICE request be ‘strong’ within, for example, a Design Study bid Collaborative effort, for example on RFCC? Discussion at collaboration meeting?
