7 AOARD – Focus Fundamental Research Asian Office of Aerospace R&D (AOARD) Established as AFOSR Det. 2 in 1992 Focus on fundamental research Co-located with Army International Technology Center-Pacific and Office of Naval Research-Global AOARD Staff Director:1 Program Managers: 7 Scientific Advisors: 6 Administrative Staff: 6 Contracting Officer: 1 AOARD Programs Conference support (CSP): Fund conferences and workshops in Asia Window-on-Science (WOS) visits: Invite Asian scientists to USAF laboratories and centers Research grants and contracts (R&Ds): In general, fund one-year proposals in response to AFOSR BAA

8 AOARD Scientists Program Managers:  Dr. Ken GorettaDirector (Materials Science)  LtCol David Sonntag Deputy Director, Biology  LtCol William Nace Technical Director, Computer Engineering  Dr. Misoon MahPhysics, Optoelectronics, Nanotechnology  Dr. Pon PonnappanPropulsion & Space Sciences  Dr. Jim Chang Aerospace, Energy, Nanotechnology  Dr. JP Singh Materials Science, Solid-State Physics  Dr. Tom ErstfeldChemistry Scientific Advisors: Dr. Takao MiyazakiElectronics & Physics Dr. Hiroshi Motoda Computer Science Dr. Ed Feigenbaum (part time) Computer Science & AI Dr. Alex Glass (part time) Lasers & Photonics Dr. Ken Boff (part time) Social Sciences & Biotechnology Col John Brewer (USAFR) Biotechnology & RF Bio-Effects

9 RF Technology: United Kingdom – Passive High Resolution RF Imaging Using Global Navigation Satellites – Uses “Transmitters of Opportunity” for High-Resolution (~30m range) Target Tracking Digital Data Embedding: Magdeburg, Germany – Nested Object-based Embedding for improved imagery analysis – Hyperlink-Graph-Concept: Formal model for representing objects and information in hierarchical structures Motion Imagery Analysis: Ireland – Automated analysis to detect and track moving targets using multiple video source imagery – Uses visible and infrared UAV video sources for aerial detection and tracking of moving vehicles EOARD Highlights

10 AOARD Highlights Cooperative Operation of UAVs: Australian Center for Field Robotics – Cooperation for teams of autonomous UAVs engaged in information gathering and data fusion tasks - transitioning to UAV Battlelab Fuel cell / Li-Air battery research at IISc: India Development of Proton Beam Writing: Singapore – Pioneering proton direct-write lithography – 3-D high aspect ratio (20), dense nano-structures (20 nm) Hyshot: Australia – Low cost, rapid response hypersonic flight experiments – 1st In-flight supersonic scramjet combustion (Mach 7.5)

11 WINDOW-ON-SCIENCE (WOS) AOARD invites prominent Asian Scientists to USAF Labs/Centers – Visitor provides a seminar and engages in technical discussions with USAF S&T’s – Official travel expenses are paid by AOARD – Short-term visits to one or more locations Foreign military and civilian government employees may not be eligible, unless they are academicians AOARD sends out Base Clearance Data -- FDO & Hosting POC Lead time: At least 60 days before travel start date Photo courtesy of Mr. William Rieken

12 CONFERENCE SUPPORT (CSP) AOARD funds workshops and conferences in Asia to promote scientific interactions – We provide financial support to Asian conference organizers – AOARD sponsorship must be separate from corporate sponsorship – The support may be for a stand-alone workshop or for an individual session within a large conference Usually up to $5K Lead time: As early as possible

13 R & D CONTRACTS AOARD funds small research proposals submitted in response to AFOSR BAA and USAF interests – USAF S&T’s evaluate the proposals – The Proposer’s Guide is on the AFOSR web page through AOARD web page http://www.tokyo.afosr.af.mil Follow-on contracts must be cost-shared by other USAF organization AOARD administers larger contracts on behalf of AFOSR and AFRL Lead time: Usually 60-90 days to complete the proces ( White paper -> Proposal -> Evaluation -> Contract )

14 Grant Proposal Selection Process Core Broad Area Agency Announcement (BAA) is open at all times to good ideas http://www.afosr.af.mil/ http://www.afosr.af.mil/pdfs/afosr_baa_2007_1.pdf General Process – Researchers submit white papers to AOARD program managers: aoard-admin@aoard.af.milaoard-admin@aoard.af.mil – Promising white papers lead to requests for proposals – Proposals are merit reviewed for excellence and relevance – Individual grants typically for one year but may be extended
