3 Presentation 2 – How to Develop a Conceptual Plan for Setting Up a CPC?3 No CPC can be successfully established unless the lead is taken by an institution or consortium of institutions that has / have a clear stake in establishing it as a part of their mission and business objectives. We will call such an institution or consortium as the “lead stakeholder” or the “Champion”. Although not a prerequisite, the Champion could be a signatory to the International Declaration on Cleaner Production. Introduction

5 Presentation 2 – How to Develop a Conceptual Plan for Setting Up a CPC?5 The Champion may like to consider the following options Play a National role (i.e. address the entire country) Play a regional / local role (i.e. establish the Centre at the State, Provincial or even the Municipal level) Such a decision is situation-specific If the Champion is a local player, he may choose the second option Sometimes, the plan of setting up a Regional Centre serves as a pilot or confidence-building strategy, with a possible launch in the future as a National Centre. 6 Presentation 2 – How to Develop a Conceptual Plan for Setting Up a CPC?6 The industrial manufacturing sector has received the most attention to date, given its environmental impacts, contributions to GDP and social importance in terms of employment However, the Champion must examine the importance of other sectors as well! These sectors are: Service sector (tourism, hospitality, health services, waste management services) Emphasis here may be on minimization of consumption of natural resources, minimization of wastes, product redesign and promoting sustainable consumption How to determine the focal sectors to be addressed by the Centre

7 Presentation 2 – How to Develop a Conceptual Plan for Setting Up a CPC?7 Government sector (public or government-owned businesses, infrastructure providers, municipalities, ministries, armed forces, roads and telecom departments, etc.) Emphasis here may be on lowering consumption of natural resources, high inefficiencies of resource conversion and reutilization Agricultural sector Emphasis here may be on lowering consumption of natural resources (e.g. water), reducing use of agro- chemicals like fertilizers and pesticides, which pose risks to the environment in their life cycle, etc. How to determine the focal sectors to be addressed by the Centre

8 Presentation 2 – How to Develop a Conceptual Plan for Setting Up a CPC?8 How to determine the focal sectors to be addressed by the Centre Some of the useful statistics the Champion may consult while choosing the focal sector(s) are: Economic (% contribution to the GDP, % contribution to exports, % investments) Social (% employment of the total) Environmental (% consumption of natural resources such as water and fuel) More detailed analysis may be required by examining the Geographical and size distribution of the sectors Supply-chain linkages Relevant National priorities proclaimed by the Government

Therefore, it is important to adopt a phased approach, supported by strategic partnerships The Champion may therefore consider the options of covering only a few relevant sectors, or work across all critical sectors while limiting to a few select sub-sectors Note that the Champion is not making definitive decisions at this stage. This is primarily the conceptual level

11 Presentation 2 – How to Develop a Conceptual Plan for Setting Up a CPC?11 How to identify relevant stakeholders of the CPC The Champion must not attempt to establish the CPC alone Rather, the Champion must bring together all relevant, equally interested or committed stakeholders Initial decisions made about the geographical coverage and sectoral focus of the CPC will determine the stakeholders that may need to be approached If relevant stakeholders are not identified properly, there are risks of duplication, poor coordination, lack of support, and perhaps, even the threat of competition!

12 Presentation 2 – How to Develop a Conceptual Plan for Setting Up a CPC?12 How to identify relevant stakeholders of the CPC The Champion must look at the profiles of potential stakeholders, which could include Involvement in past and existing cleaner production- related activities National and international collaborations Available pool of expertise Infrastructure (laboratories, computer facilities, etc.)

13 Presentation 2 – How to Develop a Conceptual Plan for Setting Up a CPC?13 How to identify relevant stakeholders of the CPC Types of stakeholders could include Representatives of focal sectors Representatives of government authorities involved in focal sectors Representatives of financial institutions Representatives of institutions of higher learning and research Representatives of the civil society impacted by the activities of the focal sectors (e.g. resource depletion, health and safety related issues, etc.)

16 Presentation 2 – How to Develop a Conceptual Plan for Setting Up a CPC?16 How to identify the niche for the CPC The champion and stakeholders first take stock of all ongoing cleaner production-related activities and cleaner production resources in the region, and capitalize on these items Do not use too narrow a definition of cleaner production in this review Many activities may not have the title of “cleaner production”, but may actually have a very strong element of it (e.g. green productivity, eco-design, LCAs, etc.) Similarly there may be persons who do not list “cleaner production” as one of their areas of expertise, but who do actually have considerable expertise that is relevant to cleaner production

17 Presentation 2 – How to Develop a Conceptual Plan for Setting Up a CPC?17 How to identify the niche for the CPC Then, the champion and stakeholders identify the cleaner production needs or services (awareness raising, training, cleaner production assessments, demonstration projects, networking, matchmaking, knowledge management, interfacing with financial institutions and providing policy advice) Note that a CPC cannot and should not address all the identified needs/services at the same time. Rather, they should be prioritized Prioritization will tend to follow a phased or iterative approach Recommended that the CPC limit itself to providing certain “basic” services in the initial 3 years to 5 years after its establishment. Thereafter, it should expand its scope to provide the remaining identified (“strategic”) services. This thought process will enable the CPC to identify a niche for itself

18 Presentation 2 – How to Develop a Conceptual Plan for Setting Up a CPC?18 How to identify the niche for the CPC Now, through a SWOT analysis, the Champion and stakeholders can determine which particular needs the CPC must focus on Particular attention must be paid to the cleaner production activities that the stakeholders may already be active in Clarify the roles the stakeholders would like to play in cleaner production, to ensure that the CPC’s role is complimentary and not in competition with the stakeholder’s role Draw up and sign a MoU amongst the stakeholders Therefore, the CPC must create strong partnerships with stakeholders and other institutions active in the field of cleaner production

19 Presentation 2 – How to Develop a Conceptual Plan for Setting Up a CPC?19 Lastly… It is very important to document all the decisions taken in the context of formulating the conceptual plan of the CPC
