How did Wolsey tackle the problem of enclosure and why was he so concerned about it? Another domestic issue that Wolsey tackled was the issue of Enclosure. He used the legal system to deal with people who enclosed land illegally. Enclosure meant that a piece of land was taken into private ownership and marked off by hedges, fences or some kind of boundary. If a landowner’s strips were widely scattered, he might try to ‘engross’ them, to form a consolidated land-holding. This could be achieved through an amicable exchange of lands with neighbours, but it might require threats or financial pressures. The landowner might also find some excuse to annex all, or part of the common land of a village, and deny its use to others. Because looking after sheep needed fewer men than growing corn, the landowner would then need to employ less men, leaving villagers unemployed.
