3 APAN 2002 Phuket, Natural Resource - 3 Earth Monitoring and Disaster Warning WG  Charter  No need to revise –http://eos.nasda.go.jp/Apan/charter5.htm  is to implement remote sensing applications within APAN which promote sustainable economic development, preservation of the region's biotic resources, and early identification of events or conditions which may lead to disasters.

4 APAN 2002 Phuket, Natural Resource - 4 What it does  The WG will utilize APAN to distribute remote sensing data and derived information products to new sets of data users which will be developed through the APAN nodes.  The WG will seek to democratize the decision making impact of the distributed data through local media outlets, universities, government laboratories, and non-governmental organizations (NGOs).

6 APAN 2002 Phuket, Natural Resource - 6 Highlight of EM  About 48 participants  Three presentations in EM (NR#6)  NASDA, GISTDA and AIT  NASDA calls the proposal of the pilot experiments using I-space infrastructure to utilize technological and/or application innovation, especially for Natural resources session in cooperation with Japanese domestic committee chaired by Ninomiya-san  AIT to introduce Digital Asia Idea and it may be good candidate for new APAN project  Near real time on-line data transfer including MODIS may be also one candidate of new APAN project

7 APAN 2002 Phuket, Natural Resource - 7 Concept of Digital Asia by Prof. Honda Digital ASIA is an initiative to provide people and community with easy access to geo-spatial information over the Internet by establishing a scheme to integrate and share the GIS and Remote Sensing data among all the countries of Asia. Emphasis is put on the implementation of regional scale dataset on internet by means of new preparation or sharing existing dataset, for the realization/visualization of resources among people. The base technology of this project is Web-GIS, Open-GIS and Distributed GIS, which makes it possible to give easy access to geo-spatial information on Internet. Remote Sensing is a technology to obtain environmental information at near real time basis

8 APAN 2002 Phuket, Natural Resource - 8 Highlight of pre-Workshop for GOFC The GOFC Fire Mapping and Monitoring Implementation Team has embarked on an effort to improve the understanding and use of satellite observations of fires through a series of regional calibration / validation activities. Satellite observations of active fires and burn scars may provide data useful in the monitoring and forecasting of disasters from fires,especially during the dry season caused by climate variability. However,little is known about the validity and accuracy of the various products and how they might be used together for an improved depiction of fire events. The core activity of the workshop was to initiate and plan the intercomparison, calibration, and validation of active fire and burn scar products from primary systems capable of making wide area coverage observations in S.E. Asia. The workshop included presentations on the SEARIN network, a definition of objectives, a review of remote sensing accuracy assessment, and multiple presentations from regional scientists regarding their experiences in validating fire and burn scar observations. The plans focus on the collection and analysis of multiple sources of satellite imagery and filed data in tests sites selected in Thailand, Indonesia and Malaysia. The systems to be considered include the near real time images from MODIS, AVHRR, and DMSP. Reference data sources include high spatial resolution data from Landsat, SPOT, ASTER, which will provide active fire detection and burn scar maps for use in performing an accuracy assessment of the coarse resolution sources.
