15. FSA – for what? Accountability? – effectiveness, outcome, impact,…… Service Monitoring? – work output, service delivery mode,…… FSA – will surely shape future service development significantly!

17. Considerations in FSA Existing FSA puts much emphasis on Service Monitoring. Should be minimum and reasonable with reference to manpower available. Flexible and open enough to encourage further service development, instead of restricting its evolvement. Focus on several areas for setting priority.

18. Service Effectiveness Three foci – general user’s feedback, outcome of specific project / program, evolving service model and its evaluation. Present stage: general user’s feedback. Later stage: evolving service model and evaluation on effectiveness with respect to its stated objectives.
