3 How have the TENs Developed? Origin in the mid 1990s. Nothing in the Common-Transport Policy on Infrastructure until reference added in Maastricht in 1993. Objectives were to improve transport and spur economic development.

8 Origins of TENs. 1996 Guidelines –defined the scope and the form of assistance. Networks very extensive –difficult to see the European ‘interest’ of some parts. With such a wide network the impact of Community support is much diluted ‘ pepper potting’. Budget did not accord with expectations. Priority projects (14.).
