3 BUILDING STRONG ® Commodities, Water, Logistics  DESCRIPTION OF MISSION:  Augment State’s capabilities to provide life sustaining items to disaster survivors

4 BUILDING STRONG ® Commodities, Water, Logistics  Prior to 1997 - USCAE provides commodities support with personnel available at the time of the disaster. Steep learning curve!  1998- Genesis of USACE Planning and Response Teams for specific mission sets. USACE procured commodities with On-The-Spot contracting  2000 - USACE issues “Advanced Contracting Initiative” contracts for Ice & Water. Ice & Water PRTs use these contracts simultaneously at different locations. Priorities conflicting

5 BUILDING STRONG ® Commodities, Water, Logistics  2004 - “Florida 4” - USACE decides on centralized procurement (one voice to contractor) to serve multi states  2005 - “KATRINA” - FEMA procurement decisions decentralized (at each state disaster). USACE validates use of centralized procurement  2006 - “PKEMRA” - Paradigm shift in resource support

6 BUILDING STRONG ® Logistics Management Directorate - Authorities  Directs the FEMA Administrator to: ► Develop an efficient, transparent, and flexible logistics system for procurement and delivery of goods and services necessary for an effective and timely response to disasters, and for real time visibility of items at each point throughout the logistics system; ► Develop a Demonstration Program with regional and local governments in the formation of innovative public & private logistical partnerships and centers to improve readiness  Section 503. requires FEMA to “partner with State, local, and tribal governments and emergency response providers, with other Federal agencies, with the private sector and with nongovernmental organizations to build a national system of emergency management that can effectively and efficiently utilize the full measure of the Nation's resources…”  NRF ESF #7 (Logistics Management and Resource Support): “ESF #7 provides management for the role of the National Logistics Coordinator (NLC) …in support of Federal, State, tribal, and local governments.” H.R. 5441/ P.L. 109-295 DHS Appropriations Act, 200 2006 Title VI Post – Katrina Emergency Management Reform Act (PKEMRA): The National Response Framework, ESF #7, Logistics Mgmt. Annex: NLC LCAT LSCMS Integrated Supply Chain Whole Community

7 BUILDING STRONG ® Commodities, Water, Logistics SO WHAT?  National Logistics Coordinator (NLC) concept established  Developed and deployed Logistics Supply Chain Management System  NLC Partnerships solidified among gov’t agencies  USACE creates National Ice & Water procurement teams and Commodities support teams  USACE funds full time liaison to FEMA and full time Mission SMEs  USACE and FEMA conduct annual exercises for this mission

Start Date: 1 Jan 2012 Est. Completion Date: 1 Jul 2012 Action Lead: 2.Action: Develop an integrated FEMA-USACE Concept of Support document based on FEMA generated plans and USACE capabilities. Start Date: 1 Jul 2012 Est. Completion Date: 1 Oct 2012 Action Lead: Ongoing Resolutions: Ad hoc PRT Support Obstacles: Varying levels of Logistics maturity between FEMA Regions PDT Members: Issue Title: Commodities PRT Support to FEMA Problem Statement: The lack of clearly defined FEMA mission support requirements across FEMA Regions inhibits USACE’s ability to plan for PRT emergency response support. Key Discussion Points: Regional Commodities PRT concept Leased Trailers Continually brief regions on USACE capabilities
