Steep learning curve!  1998- Genesis of USACE Planning and Response Teams for specific mission sets. USACE procured commodities with On-The-Spot contracting  2000 - USACE issues “Advanced Contracting Initiative” contracts for Ice & Water. Ice & Water PRTs use these contracts simultaneously at different locations. Priorities conflicting
