After finding out the level of utilisation of ICT or e-LA. In any of the levels we will investigate interoperability issue based on four aspect technical, intercommunity, legal and semantic.
Semantic interoperability represents harmonized terminology and interpretation of concepts as well as meaning of data.

To facilitate and support development of plug-and-play Enterprise Systems and Architectures using a Web-based Foundation

To facilitate the development of a web-based access in a seamless and integrated view
Decision support and exploitation tools :
To facilitate decision-support applications that draw on multiple, distributed spatial data resources

The current situation of land administration processes are like this , any of the subsystems or custodians provides its own data and service separately with separate access portal and separate business logic to the clients. The role of data modelling here is to bring all the access portal together in a unique portal by providing harmonised data sharing and interoperability facility. Also it has an indirect influence in harmonising the process and bringing them together via data access interface.
