2 Why an Impact Monitoring system? Recently,Water sector started to encourage private sector participation Water being a basic important need is now turning its face to an economic need since the service is important for both poor and rich people there is an important need of protecting the needs of the poor by making sure they also have access of the service

3 Why an Impact Monitoring system? this can only be achieved by monitoring the impact of privatisation.

4 Objective: Develop an Impact Monitoring System to measure the Impact of privatisation of the public water utility to Urban poor in Dar Es Salaam region by the end of Feb, 2005.

5 Steps to be taken: Seeking approval of WB for the process Identify and preparation of facilitators Consultation with stakeholders about development of the IMS Workshop: Discuss findings of consultation, develop M&E system Conduct Training to system implementers Piloting the IMS Workshop to discuss and agree on the final IMS

6 Stakeholders to be involved: DAWASA ( Public granting Authority)-Owner of water infrastructure in Dar Es Salaam city City water (Private Operator)-Responsible for operating/providing water services and revenue collection EWURA (Regulatory Authority/supervision body) It is an independent body responsible for quality monitoring, customer satisfaction, price control,e.t.c NGOs and CBOs-Work with City Water to provide water service to communities which are for from the transmission lines (piped networks). MoWLD-As the overall supervisor Municipalities
