Monitoring and Evaluation in GEF International Waters Projects Dr. Juha I. Uitto GEF Monitoring and Evaluation (juitto@worldbank.org)
3
Monitoring and Evaluation n Management tools n Interactive and mutually supportive n Decision-making on program management n Accountability in the use of resources n Lessons from experience n Results oriented
4
Important Distinctions nMnMnMnMonitoring = Continuous process of collecting and analyzing data to measure the performance of a program, project or activity nEnEnEnEvaluation = Periodic assessment that answers questions about why activities are occurring as they are
5
Indicators n Measures of the impacts, outcomes, outputs, and processes n Indicators –Measurable –Precise –Consistent –Sensitive
6
M&E of International Waters n Process Indicators n Stress Reduction Indicators n Environmental Status Indicators n Focusing on the processes that are likely to lead towards a desirable outcome n Focusing on concrete actions that will reduce the environmental stress on the waterbody n Focusing on actual improvement of ecosystem quality
7
Use of Monitoring and Evaluation Information n Ways information will be used in learning/decision making -> Collect only data that is useful n Communications strategy/reporting procedures
8
Communication! n Transparency: All countries reporting on progress and results n Shared database that is open to all stakeholders to view helps transparency
9
Sustainability n Detecting changes in international waters requires long-term monitoring n Need to sustain M&E systems beyond project period n Build into regular systems managed by the countries
