Qualifications Candidates must be certified in science and/or grade level of interest Prefer candidates currently teaching science and grade level of interest Prefer candidates who have previous experience reviewing textbooks at the local level or state level Candidates with EC and ELL expertise are strongly encouraged to apply

10. Availability Dates and Expenses Candidates must be available March 17-21 NCDPI will reimburse for required substitutes NCDPI will be billed for required lodging NCDPI will provide meals on-site at the evaluation location NCDPI will reimburse for qualified round-trip mileage and meals

11. Compensation Advisors who are not under contract with a local school administrative unit for the designated period shall receive a salary of $150.00 per day. Advisors who are under contract with a local school administrative unit for the designated period, or are employed by another state agency, will receive their regular salaries during a regular school/work day and will receive a salary of $150 per day on non-school/work days when approved by their employer for dual employment.

Selection Process All interest forms and endorsement letters will be reviewed to determine if all qualifications are met Candidates will be contacted by Textbook Commission members and NCDPI staff for additional screening, as needed Final selections will be made based on number of submissions for each grade level/course To the extent possible, each region will have equitable representation Textbook Commission Members will make final decisions in consultation with NCDPI

18. States in the Collaborative Arizona California Hawaii Idaho Minnesota North Carolina Nevada Oregon Utah Washington Wisconsin This is a state-led collaborative with support from non-profit organizations that support open content

19. Goals of the Collaborative provide additional choice to local education agencies with regards to content significantly reduce expenditures for instructional materials provide much greater flexibility with quality educational content

20. How will the goals be accomplished? Starting with ELA and Math, contract with vendors to create full-course, high-quality open education resources for K–12 mathematics and English language arts/literacy RFP was issued and is open to vendors, districts, and groups of teachers Deadline to send a letter of intent was January 9

Benefits for LEAs The Collaborative will ensure the materials resulting from the RFP are vetted by teachers, openly licensed, regularly updated, aligned to assessments, and available for free in both digital and print format. NC will make resources available in Home Base (Schoolnet, LOR, and OpenClass). LEAs will be able to adapt these materials to meet their particular needs using their own channels of review and development.

Timeline LETTER OF INTENT DUE DATE (required): January 9, 2015, 5:00 PM (Pacific) PROPOSAL DUE DATE (invitation only based on the Letter of Intent): February 20, 2015, 5:00 PM (Pacific) PHASE I CONTRACTS (PROTOTYPE UNITS) AWARDED based on proposals submitted: No later than March 20, 2015 PROTOTYPE UNIT DUE DATE: June 19, 2015 Contracts for Phase II (full-development) will be awarded after the review of the prototype units created by successful contractors in Phase I. Milestone due dates will be established prior to Phase II awards with an expected development cycle of one year so resources are available in the 2016-17 school year. The K–12 OER Collaborative reserves the right to revise the above schedule.

27. QUESTION: Draft Jan 3, 201127 Will there be state funding in 2015? Decisions regarding the funding for textbooks and instructional materials are made by the General Assembly. The State Board of Education (SBE) will request funding from the General Assembly for textbooks that would then be allotted to the LEA (Local Education Authority) based on their average daily membership. The SBE November newsletter states, “Textbooks, classroom technology and instructional supplies top the 2015- 17 expansion budget request for the State Board of Education. Members approved the $162 million request this month. Working within the guidance of the Office of State Budget and Management, SBE members had to cap their request at 2 percent and submit funding reduction options so that the net impact to the General Fund is a 2 percent savings. Funds to support increases in student enrollment will be separately submitted. If funded, the $76.8 million increase for textbooks will bring textbook funding levels from $15.28 per student in average daily membership to $67.15 per student. Other items in the request focus on support for lowest-achieving schools, professional development and connectivity. “ Most LEAs have textbook money left over from prior years so they can use those available funds to purchase new materials.
