Key elements Central coordination, de-centralized implementation Human resource and capacity augmentation, including involvement of Nepali diaspora Prioritization based on per capita effects and vulnerability Varying time horizon, costs, public-private division for each sector Strong coalition of key stakeholders

Housing and Settlements Risk-sensitive settlement planning Owner driven reconstruction in Nepali style Clustered settlements with basic services where feasible Building code enforcement Technical and financial support Urban regeneration with house-pooling Productive use of rubble Building hazard-resistant homes

Cultural Heritage Reconstruct with modern interior but salvaged, historical material on the exterior Retrofitting and preservation Incentivize homeowners in heritage settlements Strengthen the Dept. of Archaeology Train artisans en-masse

Industry & Commerce Access to concessional re-start-up capital Rescheduling of loans and access to working capital Temporary time-bound fiscal concessions PPP to revive tourism and cooperatives Fast-track approvals and renewals

Education: Resumption of educational services and restoration of infrastructure; Access to soft-loans for private schools Health: Replacing temporary arrangement on top priority Water & Sanitation: Restoration of water supply schemes and resumption of Open Defecation-Free campaign Transport: Speedy and efficient rehabilitation of road network with enhanced reliability All sector recovery strategies have strong focus on gender equality and social inclusion
