4. WHAT IS Aadhaar Seeding?
For using Aadhaar as a tool for Government Service Delivery it is imperative to insert the same into all the domain databases.
This process of inserting Aadhaar number into various domain databases is known as Aadhaar Seeding.
Seeding process is of two types:
Inorganic Seeding
Organic Seeding

5. SEEDING STRATEGIES: INORGANIC SEEDING: ORGANIC SEEDING:
Matching of the beneficiary database with the Aadhaar database (SRDH) using computer based algorithms
SRDH is a data-base of all those people who have Aadhaar number and who belong to the State.
Data of those who have not given their consent for data-sharing are excluded from the SRDH.
Seeding through this algorithmic matching is known as ‘inorganic’ seeding.
ORGANIC SEEDING:
This is a classic case of primitive seeding method
It consists of seeding the domain databases by actually contacting the beneficiaries for Aadhaar
Seeding the same to the domain scheme(s) databases.
This includes conducting Door to Door Surveys, Camp Based Seeding etc.

20. What is RASF?

23. Android Seeding Tool
In present scenario, the availability of mobile network data connectivity in rural Jharkhand / India is a huge constraint. In view of the same, it was imperative that some kind of offline seeding module be developed to overcome the constraint.
Android based aadhaar seeding application is a new tool for offline based seeding of multiple schemes at Panchayat level that meets these requirements.
Features of the application are :
Can be used in Android mobiles and tablets
Seeding of MGNREGA,NSAP,PDS,SCHOLARSHIP schemes can be easily achieved by downloading the related scheme data where there is good network connectivity
Offline Seeding is possible as details of beneficiary is displayed from scheme data stored in the tablet / mobile
Bulk upload of seeded data when connectivity is available.

In this model by using the offline android seeding application a high level of seeding can be achieved in rural areas where mobile network data connectivity is very limited.
As the Seeder visits the actual beneficiaries for seeding the correctness of the seeding is highly guaranteed.
It is a time taking activity and number of beneficiaries covered within a given time period is less.

37. CAMP BASED SEEDING
In this model the scheme related beneficiaries are intimated in advance to attend a particular camp being organized by district administration and the details of the beneficiaries are verified on the go and their data is seeded into the databases of the schemes or in excel sheets or by using offline android based seeding application.
This model is quite fast than the “Door to Door Survey” as more number of beneficiaries are covered as they are available in a given location in a given period of time.

38. Incentive TO SEEDERS & VERIFIERS
As per UIDAI guidelines (UIDAI D.O. letter No /06/2011 – UIDAI(ICT) dated ) there is a provision of incentivising the seeders and verifiers for throttling the Aadhaar Seeding activity.
It has been mandated that per seeding activity consisting of two sub activity namely seeding and verification, Rs. 5/- may be paid. Such expenditure shall be borne out of the UIDAI ICT Assistance provided to the states.
