Reading and Literacy for All: Strategic Framework The Strategic Framework will address literacy and reading for pleasure across all life stages. It will: build on work already done by Victorian public libraries in literacy and reader development describe and shape the role of Victorian public libraries and SLV in provision of services promoting reading and enabling literacy for all provide a context and foundation for public libraries’ and SLV’s reading and literacy initiatives that have statewide application. Align - Articulate - Advocate

Deliverable 1 – Strategic Framework Describe the rationale for the role of public libraries Define and scope literacy and reading for pleasure Identify key stakeholders Map current reading and literacy activities at Victorian public libraries Identify gaps and opportunities Define a vision, goals and priority action areas Make practical recommendations on delivery of reading and literacy services in Victorian public libraries Provide an evaluation framework for reading and literacy programs Support advocacy for Victorian public libraries as key players in promoting reading and improving literacy levels.

Deliverable 2 – Early Years Literacy Program Identify and document best practice examples of reading and literacy programs for 0 to 8 year olds Define each element of this branded program and clearly articulate the ‘brand proposition’ Scope and cost elements of the program Develop an evaluation tool Recommend an advocacy strategy. Deliverable 3 – Adult Literacy Program Ideas and recommendations.

Consultation workshops with public libraries 6 workshops around the State −23 March – State Library −24 March – Bendigo −30 March – State Library −31 March – Waurn Ponds −1 April – Pakenham −2 April – Benalla Approx. 3½ hours duration Strategic focus with some practical elements −Aimed at Library Service Managers/CEOs and senior specialist reading/literacy staff −Estimated ~ 2 per library + SLV = 100 participants Interactive with mix of presentations and large/small group discussions.
