DRAFT M & E FRAMEWORK Goal: Functional Literacy Immediate Goal: Improved access to basic education under the K to 12 BEP (SHS) Outcomes: 1.Enabled DepEd to ensure learners access to SHS Program (public & private) 2.Increased cohort survival rate from Grade 10 to SHS (Grades 11-12) 3.Increased completion rate at Grade 12

AREAS OF CONCERN, ISSUES, CHALLENGES Will there be enough teachers to teach in the technical-vocational stream in the Senior HS, and how many students shall enroll in the Tech-Vocational courses? How is the forging of partnership in terms of the on- the-job training/practicum experience of the Senior HS students between and among TESDA, HEIs, TVIs, public and private secondary schools, and with the companies/industries ?

AREAS OF CONCERN, ISSUES, CHALLENGES There must be strict observance on the standard qualifications of the trainers especially in Technical- Vocational courses Assurance that there will be adequate assessors and assessment center for the issuance of NC certificates

AREAS OF CONCERN, ISSUES, CHALLENGES * If only potential public secondary schools shall offer SHS in 2016, where will the Grade 10 students of those public secondary schools found not capable of offering SHS enroll? * If this would be the scenario, will this not affect the cohort survival rate from Grade 10 to Grades 11-12?

AREAS OF CONCERN, ISSUES, CHALLENGES * How is the prioritization in the application for Partnership with DepEd by private education institutions, HEIs, TVIs, and SUCs relative to the implementation of the SHS? Who is the 1 st priority: SUCs/TESDA since they are funded by government, or the HEIs/TVIs who also have available faculty and facilities but shall require government funding for teachers’ salaries and use of facilities?

AREAS OF CONCERN, ISSUES, CHALLENGES * Will there be teacher items for the SHS in public schools, or will DepEd just hire part-time instructors from HEIs/TVIs who might be jobless in 2016? * In case DepEd will hire teachers from HEIs/TVIs, how much is the teachers’ salary per month/per hour?

AREAS OF CONCERN, ISSUES, CHALLENGES * What will happen to the teachers/instructors from the HEIs/TVIs who will be laid-off in 2016 but will not be absorbed by DepEd to teach in a public secondary school? * How many SHS students could be accommodated by DepEd in the E-GATSPE in 2016?

AREAS OF CONCERN, ISSUES, CHALLEGES * What shall be the selection criteria for the SHS students under the E-GATSPE program? * How is the scenario in 2018 when the HEIs/TVIs/SUCs shall now have their enrollees in college courses? Shall they still accommodate SHS students from public secondary schools?

AREAS OF CONCERN, ISSUES, CHALLENGES * Are the private secondary schools willing and ready to accommodate SHS students from public secondary schools? * How much shall be the school fees to be collected by private secondary schools from the E-GATSPE SHS student recipients?

AREAS OF CONCERN, ISSUES, CHALLENGES * Will there be enough government funds for the salaries of SHS teachers, facilities, and E-GATSPE Program? * If the number of years in college shall be reduced to only 3 -4 years instead of 4-5 years, will this not impair the competitiveness of our college graduates specifically in the global market?

PROBLEMS: 1.Bottom Planning seems a little difficult in view of the following reasons: There is no clear-cut plan yet as to whether DepEd shall partner with the private secondary schools for the accommodation of the SHS from the public secondary schools. DepEd has not yet expressed its interest as to whether preference in partnership shall be given to the SUCs/TESDA rather than to the HEIs/TVIs.

AGREEMENTS: 1.Draw a Training Plan for the Teachers in Senior HS particularly those who will teach in the Tech-Voc. Stream, in partnership with TESDA. 2. There must be sharing of qualified teachers and facilities between and among the public/private secondary schools, HEIs, and TVIs.

AGREEMENTS: 3. The timelines for the submission of application requirements for those who intend to offer Senior HS must be extended. 4. There must be discreet evaluation of the application documents of schools. HEIs, and TVIs who shall be accredited as partners of DepEd in the Senior HS implementation. 5. Follow – up the status of application documents of HEIs and TVIs.
