1 Commission maritime security inspections: Synopsis of inspection results

3 Inspections 2013 (1) 41 maritime security inspections in total
Regulation (EC) 725/2004: 8 national administrations through 11 inspections, in 1 case also sample of RSOs; 6 port facilities; 12 ships.

4 Inspections 2013 (2) Directive 2005/65/EC: 3 ports,
6 national administrations through 9 inspections.

9 The main points for improvement (1)
1. Coordination and communication between port facilities and ships (namely ro-ro pax); 2. Coordination and effective communication between Member States' authorities for ports/port facilities and ships; 3.Quality of port security plans and port facility security plans in what concerns the content and nature of access control measures – who does what, when and how;

10 The main points for improvement (2)
4. Integration and/or relation between port security plans and port facility security plans; 5. Coordination between security-related authorities and the integration thereof into the respective security plans;

11 The main points for improvement (3)
6. Member States' conformity checking of port security plans; 7. Member States' supervision of their own security management systems (internal and RSOs).

12 The Commission also notes during the inspections best practices and shares them with all Member States during the MARSEC Committee and workshops such as the National Inspectors' day.

13 Positive points (1) 1. Increasing level of governance all over MSs systems (Ports/PFs and ships side); 2. PFSAs carried out + PFSPs developed and implemented for almost all PFs; 3.Training provided to key persons (PSOs, PFSOs, CSOs, SSOs); to security staff and other staff without security duties;

14 Positive points (2) 4. Increasing level of implementation of the Directive (PSAs carried out; PSPs approved and implemented and PSOs approved) 5. Good practices identified regularly in all types of inspections; 6. High level of commitment and professionalism of the entities and individuals involved in the systems.

- Improved level of maritime security compliance in EU - Changes in Member States' legislation - Review of systems (e.g. security training)

- Coordination between Member State authorities - Changing / updating procedures - Issuing guidelines (e.g. model PFSA, PFSP) - Improving oversight system (e.g. RSOs)
