4 PRT Responsibilities & Make-Up The PRT is responsible for the general oversight of the ILCD process for RDA Minimum PRT membership: – School Districts, DHSS, Family Members, Medical and Developmental Disabilities services, Head Start or Early Head Start, Child Care, Services Coordination Agency, Underserved Children and Families, and Early Learning Connection Coordinator

5 5 Grant Priorities PRT’s will address 5 keys areas in developing your TIP – Data Analysis – Focus for Improvement – PRT Infrastructure Analysis – Design, Creation, and Evaluation of the PRT’s multi-year TIP – Implementation and Evaluation (due August 2016)

6 Data Analysis due August 2015 Which SPP/APR indicators is your PRT meeting and not meeting? Trend data from the past 3-5 years (SPP/APR, CONNECT data, Referral vs. Verification data, EDN monitoring results, etc) Analysis on why targets for the SPP/APR indicators aren't being met, if applicable Identify any noncompliance that presents barriers to improving results

7 Focus for Improvement due August 2015 Layout Competencies and Challenges Identify the Impacted Area(s) How will addressing these impacted area(s) improve capacity to improve results for infants/toddlers

8 PRT Infrastructure Analysis due August 2015 Description of your PRT’s resources and supports. – Identify strengths/weaknesses around the operation of your PRT – Analysis of your PRT’s collaboration – Practices and processes within your PRT

9 Targeted Improvement Plan due August 2015 Your PRT’s plan to improve results for infants and toddlers based on your data and infrastructure analysis. Broad strategies for one or more impacted areas Description of how your PRT will implement change to improve results. Identify measurable outcomes to improve results

10 Implementation and Evaluation due August 2016 Submit PRT’s Plan for: Continued infrastructure development necessary for scale-up and implementation Implementation of selected evidence-based strategies and improvement activities Annual evaluation methodology and procedures

11 TIP Evaluation 2017-2019 The PRT will annually review and revise (if necessary) its TIP This will be done in GMS and will contain the below 3 components – How the PRT is tracking implementation progress – Description of ChildFind, Services Coordination support, and ILCD – Methodology in determining your TIP’s effectiveness.

12 TIP Evaluation 2017-2019 Annual evaluation of the effectiveness of the TIP and progress toward achieving intended results for infants/toddlers with disabilities and their families. Revision of the TIP in response to evaluation of outcomes, plan effectiveness and consultation with the co-lead agencies

13 Increased Allocations $5000 additional funds are being allocated for PRT members’ (Services Coordinators/District personnel/community members, etc.) participation in the EDN/PRT Monitoring process, the implementation of the TIP, and the data and infrastructure analysis to evaluate PRT Targeted Improvement for improving results.

14 Updated Assurances The Local Lead Agency Assurances have been updated: – Serve as the agency for EDN monitoring and CAP development – Facilitate the local TIP development and implementation – Ensure use of mandated EDN forms – Serve as the fiscal agent for the PRT – Assure all projects align with EDN regulations – Submit all required reports – Attend all Co-Lead sponsored meetings

15 TIP Phases

16 PRT Annual Meeting Per Rules Rule 51 & 52, Each EC PRT must conduct an Annual meeting prior to July 1, 2015 communicate on the services provided to children with disabilities birth to age 5. Agenda topics should include: PRT TIP development/evaluation, discussion on year round services in Part C, regional Child Find effort, PRT data, etc.

17 PRT Public Reporting The Nebraska Part C Annual Performance Report is publicly reported, by Planning Region Teams, on the Early Development Network website, http://edn.ne.gov/spp/index.html http://edn.ne.gov/spp/index.html In order to ensure complete and accurate data, all PRTs are given the opportunity to review their own PRT-level Performance data on the revised ILCD website prior to the release of the PRT Performance Report to the public.

18 PRT Determinations The Part C Performance Report is also used to complete the annual PRT Determinations. Utilize the Indicators on the Performance Report to complete the determinations. Timely data submission is also considered. Determinations distributed to each PRT by June of each year on the Revised ILCD Website.

19 PRT Determinations – ILCD Website Step 1: PRT Lead Agencies/Chairs will receive a Log-in ID and Password from NDE Data Manager, Pam Kasl Step 2: PRT Lead Agencies/Chairs will receive email instructions from Pam Kasl to log on to the ILCD Website and review the PRT Performance Report Data. *2 Week Window for Review

20 PRT Determinations – ILCD Website Step 3: After the 2 week review window closes, the EDN Co-Leads will finalize the Performance Report Data and issue a Determination to each PRT on the ILCD website. The levels of Determination include:  Meets Requirements (100% to 70%)  Needs Assistance (69% to 50%)  Needs Intervention (49% to 31%)  Needs Substantial Intervention (30% & below)
