Ask-a-Fed for Foreign Schools Staff at this desk is best equipped to respond to questions from foreign schools regarding general Title IV topics E-App and School Eligibility Institutions use the Electronic Application for Approval to Participate in the Federal Student Financial Aid Programs (E-App) to apply for initial participation, recertification, and to report any updates to the institution’s current information

Common Origination and Disbursement (COD) System Conference attendees will receive individualized attention from COD staff who will address their federal loan processing and reconciliation questions and concerns National Student Loan Data System (NSLDS®) NSLDS experts will offer one-on-one assistance for questions regarding NSLDS’ 150% loan eligibility data or our latest enhancements to enrollment reporting and gainful employment

SAIG Enrollment, EDExpress, & FAA Access to CPS Online Student Aid Internet Gateway enrollment specialists can assist with questions concerning your SAIG Enrollment (current enrollment status, how to modify or add new services, or perform yearly Active Confirmation). The EDE Suite of Software will be featured along with demonstrations of our Central Processing System (CPS) Web products

Title IV Funds Received During Fiscal Year Public & Private Non-Profit For-Profit Home Country GAAP U.S. GAAP & GAGAS Home Country GAAP & U.S. GAAP & GAGAS $10,000,000 + Required annually, in English $9,999,999 - $3,000,000 Required annually, in English, may omit for 2 consecutive years after U.S. GAAP & GAGAS audit $2,999,999 - $500,000 Not Required Less than $500,000 Not required, except during Initial Certification NOTE: If a foreign institution has a financial condition or financial reporting problem, the Secretary may require the foreign institution to submit audited financial statements in a manner specified by the Secretary.

Method of Payment “Method of Payment” refers to the way an institution receives Title IV, HEA program funds Advanced Payment Heightened Cash Monitoring 1 (HCM1) Heightened Cash Monitoring 2 (HCM2)/ Reimbursement HCM1, HCM2, and Reimbursement used to mitigate risk and protect the federal interest in Title IV, HEA funds The Secretary of Education has the sole discretion to determine the method under which Title IV, HEA program funds are provided to an institution

Program Review ED employees conduct on-site or off-site program reviews May be narrowly focused on a particular issue or set of issues or have a general scope Expanded file study may be required School has opportunity to respond to Program Review Report ED considers response in Final Program Review Determination Liabilities, if any, not punitive. May appeal
