Background of CR strengthening efforts in Africa
CR Strengthening efforts began in earnest with the 1st Conference for African Ministers responsible for CR in Addis Ababa in August First regional platform on CR The Conference was aimed at addressing Governance as well as statistical gaps caused by under registration across Africa Isolated project-based and Institution-led ad hoc initiatives have not yielded meaningful results It is important to put our system into perspective by comparing our efforts against our commitments in region. Institution led e.g. WHO has laid emphasis only on death statistics(statistics,accuracy,quality of data and standards), PLAN only on birth certificates(championing a rights angle to registration). The establishment of national TWG these efforts have been concerted and equitably channeled towards both governance and statistical programs

Comprehensive Assessment to appraise the CR landscape among member countries.
The CA findings should inform country Strategic Plans with a view to addressing the four key areas of a CRVS System. (Policy&Legal, Operations&Management, Cause of death and Statistics APAI-CRVSS also designed and recommended an Operational Frame work for CR systems in Africa. One of the recommendations which came out of the 2nd Conference…CA- Policy and Legal Framework, Operations and Management, Cause of Death and Statistics. Countries have prepared work plans and strategic plans without any baseline information. The APAI frame work would help to clarify and resolve the NPR issues because it clearly shows the relationship between the CRS and NPR

The CR Function – under the B&D Registration Act, Cap 149
Registration of all births and deaths occurring in Kenya and of Kenya citizens occurring outside Kenya Archival, preservation and security of births and deaths records Issuance of birth and death certificates Processing, analysis and dissemination of vital statistics from registration records CR functions are universal in Nature. However, in Kenya it is limited to Births and deaths only. Marriage and divorce and annulments are under a different authority. This affects the secondary registration functions such as certification and data management and sharing

Administrative Framework
In Kenya CR is a National Government function in the Ministry of Interior and Coordination of National government. CRS is placed under one directorate which includes The National Registration Bureau, Immigration Services and Refugee Affairs. Legal Mandate only provides for Vital Events Proper + Vertical events(Births, Deaths, recognition and legitimation) Through the CoK, CR is place highly among other national government functions. This is in recognition of its security impact and as a

Operational Structure
National system of registration with a national office and sub national offices known as district/sub county registries. The CR process is hinged on a community-based system of civil registration. Local government administrators (Assistant Chiefs) register home events while nurses/clinicians register health facility events. Kenya has only three cities with a population of approx 7million. The rest of the population live in rural areas..

Data Types and Platforms
CRS systems have been established primarily for their value as administrative data hubs. Data uses include personal identification, ID verification and statistics for planning Presentation and dissemination of structured statistical data has picked up from 2012 with the Economic Survey 2012, Stat Abstracts and Annual Vital Statistics Report analyzed These structured reports will be part of a standard format for periodical information on CR Administrative/legal as well as statistical. The most wide spread uses are however administrative. The reports will be part of a set of analyzed statistics ready for use for decision making. The limitation of such a presentation however is the inability to process the data further. A researcher may be looking for indices that have not been processed and would therefore require a platform with raw data for further processing using their prefered tools for statistical analysis

Data Forms and Platforms
The CRVSS through IPRS shares data with several organizations with different data requirements – Administrative, Statistical and both Admin and Statistical data sets. Admin Admin/Stat Admin Admin/Stat Stats Admin/Stats Banks Tax Telcos Education Unlike the structured reports data is presented through data sharing platforms such as portals, API based applications and export. Also capability to integrate the CRVSS with other users such DHIS and KNBS. The advantage of this platform is that it provides data in raw form and therefore as many variables as the those required by the researcher can be ran on other data processing applications..CRVS systems do not strictly speaking process data. They therefore avail data sets in formats in which Research Elections

Platforms CRVSS Structured Reports(avsr) API (regular users,)
II Integration/export KNBS Web Portal Web Portal(access to xc) CRVSS Structured reports provide ready processed data for decision making. It usually has basic demographic indicators required by government and NGOs for quick decision making without the need for further processing. Application Programming Interface API for regular users where a revenue stream will also be considered. Users will develop their own apps which can link to the API for collection of data. The API will allow access to meta data Web portal for temporary users: This will be the most ideal platform. All statistical variables of a form will be availed in form of an excel file, db access file and csv file for access through the web portal. This data can than be exported into an appropriate data processing application such as Stata, CS Pro and SPSS by the researcher or user. Integration of table structures between the CRVSS and other systems such as the KNBS and DHIS. This integration will allow for both statistical as well as legal data from the CRVSS

Platforms Databases configured with export functionalities. All the legal as well as statistical variables will be available to export subject to applicable rules between the client and the CR administrator. Rules to be defined in terms of queries, data requirements Regular users will develop their own applications linking with an Application Programming Interface - API developed in the system
