What will Happen to Punjab if Drought Like Conditions Persist……
Extra expenditure on diesel by farmers Extra purchase of power by State Extra expenditure on Irrigation infrastructure i.e. deepening of tube-wells Marginal loss of yield Note: State had submitted proposal for providing assistance to farmers as the state faced drought like situation in 2014, but till date no reply has been received from GoI and similar conditions are predicted in 2015 as well. This will aggravate the situation and the farmers of the state will be under financial crisis. The GoI is requested to compensate the farmers of the state as the state has been playing an important role in the food security of the country. PUNJAB

Diesel Operation wise energy input in Punjab Agriculture

Irrigation Infrastructure
Approximately 75% of the area irrigated is with the help of tubewells Electric Tubewells lakh Out of which Tubewells with Submersible Pumps lakh Tubewells with monoblock pump lakh Monoblock pumps that go defunct every year lakh In case the situation of drought / scanty rainfall arises farmers invest heavily on deepening of the tubewells and installing submersible motors In such case it is estimated that an additional 45,000 monoblock tubewells have to be converted to deep tubewells with submersible pumps Average cost of construction of deep tubewell with submersible motor varies from 1.75 lakh to 3.00 lakh Taking the average of costs of the farmers may have to incur an additional expenditure of Rs crores on deepening of tubewells PUNJAB

Steps taken by state for mitigating drought like situation
Enactment of Punjab Preservation of sub soil water Act 2009 Propagation of DSR in Paddy and Basmati. Additional availability of Power supply-2000 Cr. Diversion of area under Maize , Cotton and Basmati etc. PUNJAB

Contingent Plan for Crop Production
Normal rainfall: Recommended crop rotations i.e. rice-wheat, maize-wheat and cotton-wheat shall be followed. Deficient Rainfall: As 98% area is under assured irrigation, the cost of irrigation and thereby cost of production increases and depending upon deficiency, the productivity may also be affected. The Strategy to meet such a contingency will be: Delayed on-set of monsoon by 2-3 weeks: Supply of additional power to agriculture sector shall be ensured to achieve timely sowing. Release of canal water shall be regulated to meet the crop water requirement . Farmers will be advised to cultivate short duration and drought tolerant varieties of crops Farmer advisories to avoid over use of nitrogenous fertilizers and to follow the recommended agricultural practices shall be issued. crop Varieties recommended Paddy PR 115, PR 111, PR 121, PR 123, PR 113 and basmati Maize PMH 2 Moong PAU 911, ML 818 PUNJAB

Contingent Plan for Crop Production
Prolonged dry spell after 2-3 weeks of sowing: Supply of additional power to agriculture sector for nurturing the crops Supply of diesel on subsidized rates for running tubewells If crops are damaged due to severe stress, re-sowing with short duration alternate crops/ varieties may be taken up Maize PMH-2 during second fortnight of August. Moong ML-613 in rainfed area i.e in Distt Gurdaspur, Hoshiarpur and Ropar. PAU -911 variety of Moong is recommended for the whole state except Sourth –Western Distt i.e. Bathinda, Mansa, Faridkot, Muktsar and Ferozepur. Moong variety ML-818 can also be sown in the state. Early withdrawal of Monsoon: Severe moisture stress conditions may damage the crops beyond recovery particularly at heading/ top dough stage. In such conditions sowing of early sown varieties of toria like TL 17, TL 15 and PBT 37 early sown varieties potato and peas are recommended for sowing in September. PUNJAB

Contingent Plan for Crop Production
Excessive rains leading to floods: Whenever possible efforts should be made to drain out the excess water from the kharif crops especially cotton, maize, okra etc. which are vulnerable to standing water. Wherever lesser damage has occurred, apply additional dose or urea to compensate the leached nitrogen either through foliar spray or soil application. In flood-prone areas cultivation of crops like sugarcane and rice should be adopted because these can withstand the standing water to some extent. Wherever recently transplanted paddy gets intensively damaged, transplanting of basmati rice or sowing of toria should be done. In area of extensive damage re-transplanting of paddy seedlings of age even up to 60 days or more can be taken up to avoid the complete failure of the crop. Under upland situations, re-sow short duration varieties: Maize PMH-2 during second fortnight of August. Moong variety ML-613 can be sown in rainfed areas Moong PAU -911 variety for the whole state except South–Western Distts Moong variety ML-818 can also be sown in the state. Fodder varieties of Maize J 106, sorghum SL 44 and bajra PHBF 1, PCB 164 , FBC can be re-sown even upto end of September. In area where vegetable crops suffer extensive damage, re-sowing of bhindi or transplanting of brinjal should be taken up. PUNJAB
