4 Opening Day 1.House of Reps. -Swearing in -Oath -Elections 2.Senate -Continuous body

5 The Presiding Officers 1.House of Rep. -Speaker of the House 2.Senate -President of the Senate (Vice-President) -President Pro Tempore 3.Both -Floor Leaders -”Whips” – no strays -Party Caucus -Committee Chairmen 4.Seniority Rule

6 Committees in Congress Standing Committees -permanent committees (Way & Means Comm.) -agriculture, armed services, banking Select Committees -temporary committees -Iraq War, 9/11, steroids in baseball Joint Committees -a committee made up of members of both houses -can be permanent or temporary -investigative (McCarthy Hearings) Conference Committees -a committee made up of members of both houses -job is to iron out the differences in a bill

7 “There ought to be a law…” First, take your “law idea” and do a rough draft of your law into the “Bill Format” on a left side page of your notebook. (20 min)

8 “There ought to be a law…” Get in to a group (Committees) of 4 and share out each of your ideas. Start thinking about which one is the best one which you think could pass the “Class Congress.” See handout about final bill for revisions & begin working on your bills as a group. Your group will make a decision on its best bill on Monday. Remember - Your bill should be on a left- side page of your notebook when it is finished.
