Scout Network Refresh

 Programme  Programme Areas, Participation and Vision 2018  Structure  District Scout Networks and UK Scout Network  Transition  Next steps Topics

 21,000+ young adults aged 18-25 in Scouting  2,000+ are Scout Network Members only  Counties have tried hard to make it work  Previous updates have been of limited success  The landscape has changed:  Explorer Scouts is successful and growing  Technology should help enable participation State of Play

“You can’t start the next chapter if you keep re-reading the last one.” -Unknown

Programme

 A lot of support for a clear programme  Age range wants participation recognised  People outside of Scout Network lack awareness of what the Scout Network programme is and how they operate What we identified

 Programme Areas  Adventure  International  Community  Focusing on participation and top awards  These are key to delivering on Vision 2018  Providing a lot of flexibility  Participate in projects of other Scout Networks  Don’t participate in projects, if you so wish. What we’re doing

 Digital Platform  Website to promote projects and encourage networking across the UK  Linked to Compass  Programme Coordinators  Older members and others to offer peer support  Counties/Areas/Regions/Countries can develop projects What we’re doing

Structure

 Barriers to joining  Links between Explorer Scouts and Scout Network  Pressure to lead  Cost  Limited success as County provision  Successful Counties moving to District model already  Little appetite for a UK only membership point  Need to build on success of Explorer Scouts What we identified

 District will be the focus for Scout Network  Exceptions possible to suit local circumstances  UK Scout Network for those not with Districts  Creating new roles  District Scout Network Commissioner  Programme Coordinators  ACC Scout Network  UK Scout Network Commissioner  Line managed by Deputy UK Commissioner for Programme (14-25) What we’re doing

District Scout Network

 Membership is free  All 18-25 year olds in Scouting in the District are Members of the District Scout Network.  They will also be Members of the UK Scout Network.  From time to time, Members may choose to not participate in Project Teams.  They can participate in aspects of the Programme that can be undertaken individually.  They can participate in social activities that bring Scout Network members together.

UK Scout Network

 Membership is free  All 18-25 year olds not already in Scouting or not associating themselves with a District Scout Network may join the UK Scout Network  Members participate in the 3 Programme Areas  Projects will be made available to Members of other Scout Networks through the website.  From time to time, Members may choose to not participate in Project Teams.

Transition

 Changes to POR agreed  New identity will begin appearing  Soft Launch – Spring 2015  Guidance and support to Counties/Districts  Website up and running with ‘seed’ projects  Humberside DC’s meeting in February to discuss initial network provisions  Hard Launch – November 2015  Existing Scout Networks fully transitioned Next steps

 Refreshed sense of purpose  A compelling programme proposition  Better transitioning  From Explorer Scouts  To other roles in Scouting  Increased participation in the programme  More Queen’s Scout Awards  Supporting local Scouting and delivering on Vision 2018 as leaders What we can look forward to
