Plan of Corrective Actions (PCA) Goal: Compliance with 23 CFR 650, National Bridge Inspection Standards no later than FY 2017 Strategies: Maintain current practice of site managed inspections. Leverage the expertise in other Federal agencies, in-house, and contract resources to establish a compliant DOE bridge inspection organization. Undertake five major activities to resolve identified deficiencies and strengthen regulatory compliance. Agency-specific Policies Envisioned Departmental directive to address requirements for: vehicle, train, and pedestrian bridges, culverts, and tunnels Distinguish between pedestrian bridges and elevated pedestrian walkways Distinguish between reportable culverts, culverts, and storm water management structures bridge management organizational structure, roles, responsibilities, qualifications, and training requirements inspection requirements and procedures load rating and posting scour evaluation, reporting, and monitoring inventory reporting and bridge record keeping quality assurance and quality control Bridge Management Program & Public Road Inventory 7 5/7/2015 FHWA Metric 1 – Bridge Inspection Organization
8
New* FIMS Data Elements NBI Structure Number The unique DOE-assigned identification number used to identify a structure in the National Bridge Inventory Required for public access vehicle bridges with a structure length of 20’ or more and in an operating status Number of Lanes on the Structure The number of lanes being carried by the structure including all lanes carrying highway traffic (i.e., cars, trucks, busses) which are striped or otherwise operated as a full width traffic lane for the entire length of the structure. Bridge Management Program & Public Road Inventory *FIMS Request for Change 15-02 is FDDC Approved 8 5/7/2015 FHWA Metric 22 – Prepare and Maintain Inventory

10
Actionable Items Segregate bridges from road records Ensure each bridge has a unique property record in FIMS For each bridge subject to NBI, build the bridge data file - Inspection Reports Load Rating and calculations Record of special inspections – scour, fracture critical, underwater Consider completing NBIS compliant inspections and load rating for controlled- access vehicle bridges Bridge Management Program & Public Road Inventory 10 5/7/2015

Public Road Mileage Inventory What? Public Road Mileage Inventory required by 23 CFR 460 Why? Information supports each State’s annual certification to FHWA Used to apportion federal highway safety funds Bethel Valley Road in Oak Ridge, Tennessee Bridge Management Program & Public Road Inventory 11 5/7/2015

Usage Code 1768 - Public Access Bridges (Vehicular) A structure including supports erected over a depression or an obstruction, such as water, highway or railway, and having a passageway for carrying traffic or other moving loads. A traveler could traverse the structure without ever passing thru a staffed entry point or presenting identification. Bridge Management Program & Public Road Inventory 19 5/7/2015
20
Usage Code 2629 - Culvert A structure or series of multiple pipes constructed to convey water or utilities under a road or railway, or through an embankment. Bridge Management Program & Public Road Inventory 20 5/7/2015
