2 European Regional Development Fund Aims to strengthen economic and social cohesion in the European Union by correcting imbalances between and in its regions. Two strands: Regional competitiveness and employment. Activities in each region. Example: EFRO-Vlaanderen Territorial cooperation  Interreg A: cross border cooperation. 52 programs in cross border areas. Example: Vlaanderen-Nederland  Interreg B: transnational cooperation. 13 programs in larger European areas. Example: North West Europe  Interreg Europe: interregional cooperation. 1 program in EU28 + N, CH

3 Interreg V A, Interreg V B Based on the EU 2020-strategy smart, sustainable and inclusive growth: employment, research, energy, education, poverty Adapted to regional needs and ambitions differences between all programs Overlapping thematic objectives: eg. for Vlaanderen-Nederland and North West-Europe: - Innovation and research - Low carbon economy - Resource efficiency

5 Interreg V B NWE Objective: Promotion of sustainable territorial and regional development through cooperation in Northwest Europa. Possible beneficiaries (= project partners)  (Inter)national, regional and local governmental organisations Universities or research organisations  Non-profit organisations (civil society)  Intermediate bodies (chambers of commerce, development agencies, cluster organisations,…)  Companies (not for profit in the project)

6 Interreg V B NWE Themes and thematic objectives  Innovation Enhance innovation performance in North West Europe through international cooperation  Low carbon economy Implement low carbon, climate and energy strategies, promote uptake of low carbon technologies, products, processes and services, low carbon transport solutions  Resource and materials efficiency Optimise (re)use of material and natural resources

7 Interreg V B NWE Innovation investment priorities:  Promote business investment in innovation and research  Develop links and synergies between companies, R&D centers and higher education institutes. Examples of innovation actions to be supported:  Build networks between developed and less developed regions to improve innovation performance (gap analysis, open innovation, mentoring, bridge gaps by developing supply chains, infrastructure sharing,…)  Improve competitiveness of companies (demonstrate and test technologies, products, services, service delivery models) (make use of comparable smart specialisations, build transnational critical mass,…)  Deliver societal benefits through innovation (develop, test and implement innovative solutions for social needs and populations at risk,…) met name: Ontwikkeling van producten en diensten, overdracht van technologie, sociale innovatie en toepassingen voor overheidsdiensten, stimulering van de vraag, opzetten van netwerken, clusters en open innovatie door middel van slimme specialisatie; [...] ondersteuning van technologisch en toegepast onderzoek, proefopstellingen, maatregelen voor snelle productvalidatie, geavanceerde productiecapaciteit en eerste productie in sleuteltechnologieën en verspreiding van universeel inzetbare technologieën;

8 Interreg V B NWE Innovation results to achieve:  Better exploitation of research outcomes for the development of new technologies, products, processes and services  Tackling differences in innovation performance among regions  Social innovation (solutions for social needs and problems), reach excluded communities or communities  Strategic alignment with relevant smart specialisation strategies

9 Interreg V B NWE Financial details  Budget: 397 million euros, to fund some 100 projects; innovation: 113 million  European cofinaning: up to 60 %  Eliglible costs: staff, operational costs, investments, audit, administration  Reporting and disbursments: half-yearly reports and declarations of costs

10 Interreg V B NWE Calls and submission process  General calls (first call: probably June 2015)  Two stage submission; coaching by national contact points, time to grant > 1 year  More information on http://www.nweurope.eu/
