2 Review of Implementation of MDMS in RAJASTHAN (Primary + Upper Primary) (1.4.2014 to 31.12.2014) Ministry of HRD, Govt. of India

3 Issues from Appraisal of AWP&B 2015-16  Delay in release of central assistance to schools (3-4months).  Delay in payment of Honorarium to Cook cum Helpers (3-5 months)  Delay in the construction of kitchen-cum-stores.  Cash payment to Cook-cum-helpers  Unsatisfactory Quality of Mid Day Meal.  Information mandated under RTE Act 2009 not displayed.  Non Availability of Infrastructural Facilities like Gas Connection, Separate Toilets for Girls.

4 Observations of the Monitoring Institute  Delay of one month in the release of cooking cost to 4 and 5 schools in Hanumangarh and Ganaganagar respectively.  7 schools in Hanumangarh reported that food grain is not of FAQ.  Inspection register not available in 17 and 18 schools in Hanumangarh and Ganganagar respectively.  Disruption from 5 days to 45 days in MDM in in 4,8,2 and 1 schools in Jaipur, Jhalawar, Kota and Sawai Madhopur.  Teacher informed that quality of food grains was poor in 2, 4 and 1 school in Jaipur, Jhalawar and Kota respectively.  Delay (1-5 months) in release of cooking cost in 10,11 and 16schools in Jaipur, Jhalawar and Kota respectively.  3-6 months delay in payment of honorarium to Cook-cum-helpers.in 11 (Jaipur), 4 schools (Jhalawar), 10 (Kota).  Children in 10 and 2 schools in Jaipur and Jhalawar districts respectively expressed dissatisfaction with MDM supplied.

5  GoR gave Rs. 21.24 crore for DBC connection in 47192 schools  Nutri-Farm Initiative with Maize and Bajra Recipes (Pilots Completed)  Health Hygiene and Safety Guidelines issued.  Gram Panchayat funds dovetailed for construction of kitchen cum store.  Directions were issued to all districts for constructing separate toilet for girls in every school.  1100 Master Trainers trained. (Akshaya Patra Foundation, IHM, Food Craft Institutes).  Training programme organized at each block to train CCH about hygiene, cleanliness, cooking techniques, maintenance of food grains and to keep proper nutritional values in MDM.  1.17 lakh CCH trained out of 1.25 lakh CCH.
