Requesting RFQ from 6 Architect & Engineering firms with extensive experience in Masjid design in Texas. Final date of RFQ submittal was May 31, 2013 Then final contract for Masjid design signed with D-1 Architects 10/29/13 Masjid floor-plan was completed by August 2014. Structural report prepared by 2CMD Inc., delivered 10/14/14. For 2nd opinion, TK Consultation Engineers were hired January 2015. Draft of 2nd opinion provided late March 2015. Final report to be delivered on May 2nd, 2015.

Building Permit Review by CoA.
NAMCC property is in the zoning LO which allows the bldg to be single story, Max 25' ht. City is considering the height from the basement of parking garage. Options: Architect recommended to process the Zoning Change, allowing the building to be 40'-0" max ht. Or request for variance by proving hardship for the building. This will be a one time request.
27
Timeline for final building permit acceptance
Submit application to city for completeness ( 10 days review time) Submit for formal review (28 days review time) Acquire signoffs (30 days) Total time : 2.5 months Above timeline would be scheduled from the time building height will be approved. Building permit application has been withdrawn & resubmitted, allowing 6 month extension.
28
Reason for withdraw/resubmit
Current parking garage not suitable to support public assembly building structure (100 psf requirement of live-loads). Live-loads of existing slab is 70 psf 25 ft height restriction if Masjid is built on existing garage. Unified Development Agreement (UDA) new requirement that NAMCC has to satisfy for the City (multiple ownership of land). City now requires more restrictive Internal Circulation Routes which involves interconnecting sidewalks to all buildings.
29
Frequently Asked Questions
Why was load bearing capacity of existing slab discovered late? Architectural layout of the floor slab of masjid building had to be finalized prior to initiation of design phase by structural engineer. What are the costs incurred thus far for the engineering/architectural services & city permits to date? $28,850 (includes Geotechnical/concrete coring/survey/building permits/fees for engineers & architects). Why the lack of transparency? EC has to ensure that the information we have is accurate before we pass it to the community. Obtained 2nd opinion, confirmed psf with original engineer, consulted with 3 other engineers Due to confidentiality with outside parties, EC wants to avoid publishing reports but is willing to share information with the community on a face-to-face basis.
30
1st Option: Build mosque on existing parking slab.
Security for masjid building being away from a busy street. Interconnected with the Multi Purpose Hall. Existing structures stay in-tact. Less time consuming to obtain the final building permit.
31
2nd Option: Investigate alternate location for the building
Flexibility in masjid floorplan layout Parking during construction will not as restrictive Possible cost savings More confidence in the foundation system (no un- knowns) Will not require any improvements to lower level of parking garage to add a 3rd level of parking
