HFC Management Workshop | 12 July 2014 | Paris, France Overview National ODS policy regimes are a critical factor in the success achieved by the Montreal Protocol Policy setting for the CFC/HCFC phase out has been highly successful under Multilateral Fund Policies can be barriers or enablers for the introduction of low-GWP alternatives Lessons learned from the ODS experience will be useful for shaping future HFC policies Some pro-active Article 5 countries have begun setting initial HFC policies for diverse reasons Albania – Armenia – Cambodia – Colombia – Dominica – Honduras – Kygyzstan – Macedonia FYR – Mauritius – Mexico – Mongolia – Montenegro – Pakistan – Philippines – Seychelles – St Lucia – Saint Vincent & Grenadines – Serbia – Suriname – Trinidad & Tobago – Tonga

Drivers Imports of high-GWP HFCs are rising & are present in all countries. Low-GWP alternatives are beginning to enter developing country markets in line with MOP decision XIX/6 Developing countries are being encouraged to consider policies on HFCs & low-GWP alternatives as part of broader refrigerant management approach Policies controlling high-GWP HFCs and promoting alternatives in developed countries stimulate policy consideration in developed countries. HCFC policies provide opportunity to consider new/modified policies for HFC/low-GWP options

Coordination of HFC/low-GWP policies with policies of other issues (climate, energy, safety, transport, etc.) Developing countries will need policy assistance related to HFCs and low-GWP alternatives
