I n t e g r i t y - S e r v i c e - E x c e l l e n c e 2 Building the Framework Held three planning meetings and tabletop exercises in a six month period, leading to our Oct 13 Way Ahead Meeting which developed the groundwork for our charter. 15 Nov 13 – Charter submitted for review to JA, wing leadership, and community partners Nov 13 - Apr 14 – Coordination and review by all partners 23 Apr 14 – Charter Signed (Moody Community Partnership Committee) 20 May 13 – Kickoff meeting held with our 6 Community Partners City of Valdosta Lowndes County Valdosta State University South Georgia Medical Center Wiregrass Georgia Technical College Valdosta-Lowndes County Chamber of Commerce Moody benefitted from an existing strong relationship with the community and base leadership support

I n t e g r i t y - S e r v i c e - E x c e l l e n c e Water/Wastewater Work Group Who is involved: Moody Air Force Base (Civil Engineer, Contracting, Legal, Finance) Lowndes County (Legal, Finance, Utility Department, County Manager, Board of Commissioners) What resources does each provide: Moody provides fully functioning water and wastewater plants, on base and inside the fence line on Federal property Lowndes provides manpower, expertise, and equipment/supplies to operate the plants and provide service How does it work: Moody establishes a sole-source service contract with Lowndes County for operation and maintenance of the installation’s water plant, wastewater treatment plant and associated infrastructure; and provides for a one-time installation of a valved interconnection between the municipal and base water supply systems to provide redundant service during emergency rprs Lowndes takes over operations and assumes responsibility for consumables and maintenance as required per the service contract Both share in cost of constructing the interconnection between county and base systems What value is created: Moody estimates a $210,000 annual savings, and gains service redundancy to enhance antiterrorism/force protection measures via interconnect Lowndes County gains expanded customer base, service redundancy, and enhanced ATFP 3
