3 3 According to Dr. John G. Allen, PROTOCOL means the rules of diplomatic etiquette. While our Order defines PROTOCOL as the rigid code setting forth the degree of obedience, the order of precedence, the rules of official and social behavior. PROTOCOL

4 4 In one of the speeches made by our former Supreme Knight, VIRGIL DECHANT, He clearly stated, “PROTOCOL demands that we should accord due respect to anyone while performing our official functions.” PROTOCOL

5 COUNCIL AND ASSEMBLY MEETING  THE GRAND KNIGHT AND FAITHFUL NAVIGATOR MUST CONDUCT THEIR MEETINGS IN STRICT ACCORDANCE WITH THE CHARTER, CONSTITUTION AND LAWS OF KNIGHTS OF COLUMBUS, SUPPLEMENTED BY THE COUNCIL OR ASSEMBLY BY LAWS AND ACCORDING TO PARLIAMENTARY PROCEDURE. APPLYING PROTOCOL

6 DIGNITARIES AT MEETING  STATE OFFICERS, DISTRICT DEPUTIES, PRIESTS OR SPECIAL GUESTS SHOULD BE ACCORDED DUE RECOGNITION FOR THE OFFICE OR POSITION THEY HOLD. THEY SHOULD BE SEATED IN PLACE OF HONOR. APPLYING PROTOCOL

7 DRESS CODE  THE PRESIDING OFFICER, IN KEEPING WITH THE DIGNITY OF HIS OFFICE, SHOULD BE NEATLY AND PROPERLY DRESSED. HE SHOULD REQUEST THAT HIS OFFICERS DO LIKEWISE TO SET THE PROPER DRESS CODE FOR MEMBERSHIP TO FOLLOW. APPLYING PROTOCOL

8 UNIFORM FOR MEMBERS  IT IS MANDATORY FOR ALL KNIGHTS OF COLUMBUS MEMBERS TO WEAR WHITE SHIRTS OR POLO BARONG WITH KC LOGO WITH COUNCIL NAME AND NUMBER; BLACK PANTS; AND BLACK LEATHER SHOES DURING OFFICIAL COUNCIL MEETINGS. St. Therese of the Child Jesus Parish Council 13548

9 COUNCIL MEETINGS  THE GRAND KNIGHT SHOULD AT ALL TIMES REFER TO AND ADDRESS THE OFFICERS BY THEIR PROPER TITLE. EG: WORTHY DEPUTY GRAND KNIGHT.. HE THUS SETS A GOOD EXAMPLE FOR COUNCIL MEMBERS TO FOLLOW.

10 COUNCIL MEETINGS  ALL MEMBERS WHO ARE NOT OFFICERS SHOULD BE RECOGNIZED BY NAME AS “BROTHER….” or “SIR KNIGHTS…”  ALL SPEECH MUST BE DIRECTED TO THE CHAIR (THE GRAND KNIGHT) FOR EXAMPLE: “WORTHY GRAND KNIGHT, MAY I ASK THE PREVIOUS SPEAKER TO EXPLAIN…”.

11 COUNCIL MEETINGS  THE GRAND KNIGHT ALWAYS SPEAKS IN THE THIRD PERSON SUCH AS “THE CHAIR RULES THAT…” OR “YOUR GRAND KNIGHT REPORTS THAT….”  MEMBERS SHOULD SPEAK OF THE CHAIR IN THE THIRD PERSON: “WORTHY GRAND KNIGHT, WILL THE CHAIR PLEASE EXPLAIN THE EFFECT OF THE PENDING MOTION?”.

13 13 COMMUNICATIONS: All communications to be made by the council must be in writing; such as:  INVITATION TO DIGNITARIES TO ATTEND IN SPECIAL AFFAIR.  INVITATION TO THE STATE DEPUTY AND STATE OFFICERS TO ATTEND A COUNCIL FUNCTION. LIKE, INSTALLATION OF OFFICERS. THIS MUST BE DONE A MONTH BEFORE THE SCHEDULED DATE OF THE AFFAIR. APPLYING PROTOCOL

15 15 SEATING ARRANGEMENTS: In Council Meetings:  GK, FS, TREASURER & RECORDER ARE NORMALLY SEATED AT THE HEAD TABLE  CHAPLAIN SHALL BE SEATED JUST BESIDE THE GK IN THE LATTER’S LEFT SIDE  DD IS USUALLY SEATED JUST AT THE RIGHT SIDE OF THE GK APPLYING PROTOCOL

19 19 VISITING COUNCIL OFFICERS ESPECIALLY GK, MUST BE GIVEN THE PRIVILEGE TO SEAT AT THE HEAD TABLE SO WITH THE FN. UNLESS THE FN IS ALSO A MEMBER OF THE COUNCIL. VISITING STATE OFFICERS & DIGNITARIES SHALL LIKEWISE BE GIVEN THE PRIVILEGE TO SEAT AT THE HEAD TABLE. APPLYING PROTOCOL

20 20 HOW TO WELCOME DIGNITARIES AT THE MEETINGS  When a KCFAPI’s Area Manager or Fraternal Counselor is present as a guest, he should be seated with and introduced with the dignitaries. APPLYING PROTOCOL

21 RECEIVING DIGNITARIES DURING COUNCIL MEETING 1.Outside Guard opens the door for the guest/s. 2.Outside Guard informs Inside Guard. 3.Inside Guard approaches the GK, salutes and announces the arrival of the guest. Then he salutes again and goes back to his post. 4.GK calls the Warden. Warden salutes the GK. GK orders the Warden to accompany the guest inside the chamber. 5.Warden salutes the GK and goes to the door to accompany the guest.

22 RECEIVING DIGNITARIES DURING COUNCIL MEETING 6. Upon entrance of the guest, the GK announces the arrival of the guest and made 3 raps of his gabel for everybody to stand. 7. GK greets the guest and invites him to seat at his left. He makes 1 rap of his gabel for everybody to seat down.

23 23 INTRODUCTION OF OFFICERS / DIGNITARIES / STATE DEPUTY  The chaplain/priest shall be first introduced followed by the dignitaries, state deputies, officers of the councils and members.  If the dignitaries is slated to speak, he must be formally introduced by an officer of the council prior to his speech or talk. 24 24 INTRODUCTION OF OFFICERS / DIGNITARIES / STATE DEPUTY  The State Deputy, must be the last man to talk/speak as the guest speaker. There must be a formal introduction before the SD starts his speech. APPLYING PROTOCOL

25 25 HOW TO INTRODUCE THE DIGNITARIES / STATE DEPUTY  First, reading of his resume or bio-data and finally his past and present position in the Order.  The audience must be required to rise when the dignitaries’ name is called on. Same is true with the State Deputy. APPLYING PROTOCOL

26 26 PLEDGE OF ALLEGIANCE & SINGING OF NATIONAL ANTHEM  During installation and council meetings: When the National Anthem is sung, the Oath of Allegiance must be dispensed with or vice-versa. APPLYING PROTOCOL

31 EXEMPLIFICATION RESPONSIBILITIES 1st Degree – Grand Knight Assigns team members, makes sure that all necessary paraphernalia for the exemplification are complete. 2nd Degree – District Deputy DD is responsible for this exemplification rites. DD must memorize his part. He assigns team members. Makes sure that all exemplification paraphernalia are on hand.

32 3rd Degree – State Deputy Appoints a State Ceremonial Chairman to oversee the organization, training, certification and assignments of 3rd Degree Teams. He also appoints a State Squires Chairman who handles the Squires Investiture Teams. 33 INSTALLATION OF COUNCIL OFFICERS Installation of council officers is a Council Director project. Installation of council officers is a Council Director project. 37 CROSS FORMATION RULES 1.Always maintain the cross formation. Fill in vacant position. 2.Always follow the man infront of you at the start of the entrance of officers and during the cross formation movement. 3.Incase of disorganization, always maintain the cross formation and no talking or movement to adjust positions. Just remain where you are and listen to your name and come forward when your name is called by the DD. 4.Remember as newly elected officers, this is your first public demimonstration of a Knights of Columbus ceremony so make it your best. 5. Read the Installation of Council Officers manual. 6. Practice, pratice and practice!

38 CONCLUSION As has been mentioned earlier, it is impossible to cite a rule for every situation. No doubt there will be times when the grand knight will encounter some rather difficult and even unique situations. Under those circumstances the grand knight must use his judgment and simply apply common courtesy. “Always do right. You will please some people and astonish the rest.”
