What is Aquaculture and Aquaculture Development Zone?
Farming of aquatic organisms including fish, molluscs, crustaceans and aquatic plans in a controlled aquatic environments. In South Africa aquaculture includes Freshwater and Marine Aquaculture. Aquaculture Development Zone (ADZ): An area or site either on land or sea set aside exclusively for aquaculture use or development. ADZ may have bulk infrastructure(reservior, water pump) to attract investors. ADZ are supported by key government policies such as IPAP, draft APAP, NASF, etc. DAFF identified suitable ADZ based on - Location of the site - Availability of quality water (freshwater or seawater) - Carrying capacity of the ecosystem - Accessibility to markets - Potential socio-economic impacts (job creation, rural development, etc.)

Benefits of Aquaculture Development Zone
Minimizing the cost of obtaining Environmental Impact Assessments Authorization. Easily coordinated support systems such as Extension Services, Veterinary Services, etc. Minimizing the costs of infrastructure development (e.g. Access roads, electricity, water intake and discharge). Coordinated marketing. Agricultural zoning of the sites. Job creation

Kwa-Zulu Natal Province Amathikulu Aquaculture Development Zone
Location & Size Situated approximately 130km from Durban and 7km from Amathikulu River. Targeted area is 110 hectares. Land Based Zone Targeted Species Ornamentals, Finfish & Seaweed. Current Status Currently only 2 hectares are utilized for Ornamental fish farming. Potential Production and Job Creation Production of tons per annum Direct Job Creation jobs Indirect Job Creation jobs Progress DAFF negotiation with the Ingonyama Trust Board in obtaining letter of consent to utilize the identified site. DAFF initiated process of obtaining Environmental Impact Assessment for the ADZ. DAFF, KZN Wildlife & Trade Investment KZN started engaging potential investors Challenges Access to funding to develop infrastructure.

Eastern Cape Province Coega Industrial Aquaculture Development Zone
Location & Size Situated approximately 20km east of Port Elizabeth Targeted area is 300 hectares. Land Based Zone Targeted Species Finfish, Abalone & Seaweed. Current Status No fish farming is taking place at the moment. Project driven by the Coega IDZ DAFF provides technical support Potential Production and Job Creation Production of tons per annum Direct Job Creation jobs Indirect Job Creation jobs Progress Feasibility study conducted. Process of an EIA is initiated. Challenges Possible opposition to the EIA by Conservation Groups.

Eastern Cape Province East London Industrial Development Zone
Location & Size Situated in the west bank of East London adjacent to the East London Airport. Area is 30.3 hectares. Land Based Zone Targeted Species Finfish, Abalone, Mussels & Seaweed. Current Status Currently two farms in the zone. Current production of 200 tonnes. Potential Production and Job Creation Production of tons per annum Direct Job Creation jobs Indirect Job Creation jobs Progress Continuous marketing of the zone and identification of potential investors Challenges An agricultural activity in the Industrial Development Zone results in high levies for the farmers. Access to support services.

Eastern Cape Province Qolora Aquaculture Development Zone
Location & Size Situated 60km northeast of East London. Area is 26.4 hectares. Land Based Zone. Targeted Species Finfish, Abalone, Mussels & Seaweed. Current Status Service provider appointed to implement the conditions of the Environmental Authorization. Potential Production and Job Creation Production of 1000 tons per annum Direct Jobs (1000); Indirect Jobs (2000) Progress EIA approved. Waste Management permit issued. Community resolution issued. DAFF initiated process of identifying potential investors. DAFF, through a service provider, in a process of developing zone designs, architectural and management plans. Challenges Access to funding for infrastructure development. Lease agreement from the Department of Rural Development and Land Reform.

Eastern Cape Province Algoa Bay Aquaculture Development Zone
Location & Size Algoa Bay, Nelson Mandela Bay Metropolitan Municipality, Port Elizabeth. Area is 285 hectares. Sea Based Zone. Targeted Species Finfish (yellowtail). Current Status An Environmental Authorisation granted by DEA . DAFF to provide response to appeals and submit to DEA by end October 2014. Potential Production and Job Creation Production of tons per annum Direct Jobs (220); Indirect Jobs (780) Progress Environmental Authorization granted by DEA. DAFF advertised DEA’s decision on local newspapers as per requirements. Appeals have been submitted to DEA. DAFF to respond to appeals and submit to DEA to enable DEA’s Minister to make a decision in light of the submitted appeals and DAFF’s response to the appeals. Challenges Sites selected had to be reduced from four sites to two sites and further reduced to one site, Algoa 1, which had to be split to two, southern portion and northern portion as a precautionary measure. DEA delayed to decide on the EIA Report and further delays could be experienced with appeals.

Western Cape Province Silwerstroom Strand Aquaculture Development Zone
Location & Size Situated 50km north of Cape Town and 10km west of Atlantis. Area is 30 hectares. Land Based Zone. Targeted Species Finfish, Abalone, Mussels & Seaweed. Current Status No activity. Potential Production and Job Creation Production of tons per annum Direct Jobs Indirect Jobs Progress DAFF had to discontinue the development of this ADZ due to the outcomes of the Vegetation Study on the selected site. The selected area was found to be a highly sensitive area with endemic flora species that warranted protection and thus rendering the site not conducive for the undertaking of any aquaculture and related activities. Challenges Conservation aspect taking more preference over economic development.

Northern Cape Province
Port Nolloth Aquaculture Development Zone Location & Size 1.5km west of Port Nolloth Area is 100 hectares & Land Based Zone. Targeted Species Abalone & Seaweed. Current Status No progress. Potential Production and Job Creation Production of tons per annum Direct Jobs Indirect Jobs Kleinsee Aquaculture Development Zone Location & Size 40km west of Steinkop. Area is 100 hectares & Land Based Zone. Targeted Species Fin fish & Abalone. Current Status No progress. Potential Production and Job Creation Production of tons per annum Direct Jobs Indirect Jobs

Inland Freshwater Aquaculture
Location Freshwater Aquaculture occurs in all nine provinces. Identified areas for Freshwater Aquaculture Suitable water bodies identified through-out the country. Identified water bodies are state-owned dams (more than 300). EIA’s will be conducted on needs basis. Challenges hampering progress in the Freshwater Aquaculture Fragmented legislative framework. Multiple implementing agencies (Provincial Departments of Agriculture) resulting in inconsistency in sector development.
