Minor and NRM projects are managed at the VISN and Medical Center levels

Have to add SF to facility. Land purchases can be through minors, but most include construction while remaining under $ threshold. Require SCIP approval. Bay Pines Research Center addition Bay Pines Cancer Infusion Center WPB Mental Health Domiciliary Gainesville ICU Expansion

14 General Examples of “Non-Recurring Maintenance (NRM)” Projects
Are generally infrastructure type projects Interior Renovations Clinical and Administrative Utility Upgrades / Replacement: Interior and Exterior HVAC, Electrical, Plumbing Replacement / Upgrades, Water (including Water Towers), Sewer, Electrical Site Preparation work for Medical Equipment CT, MRI Exterior Building Upgrades – Roofs, Windows, Restoration

Over the Past 8 Years Ranged between $25M - $92M in total contract awards for NRM and Minor projects NRM PROJECTS FY05 & 06 = $27M per year (NRM projects) FY07 = $81M (Minor and NRM projects) FY09 (NRM projects) Initial Budget = $35M Recovery Act = $42M FY10 = $76M (NRM projects) FY11 = $76M (NRM projects) FY12 = $58M (NRM projects) FY 13 = $43M (NRM Projects)

17 Who does VA award contracts to?
P.L amends 38 U.S.C. which governs VA. This law provides VA with unique and extraordinary contracting authority with Service Disable Veteran-Owned Small Businesses (SDVOSB), and Veteran-owned small businesses (VOSB). The authority used by VA, and only VA, is that found in Sections 502 and 503 of Public Law (P.L.) currently implemented by Office of Acquisition and Logistics’ Information Letter (IL) , the Veterans First Contracting Program. VA is authorized to sole source to SDVOSB, up to $5M and to sole source to VOSB if no qualified SDVOSB are found.

18 Who does VA award contracts to?
The official hierarchy within VA for open market contracting changed with the effective date of .PL , June 20, 2007. The official small business hierarchy is: SDVOSB VOSB Historically Underutilized Business Zone/Section 8a All other small business The authorities under P.L , are applicable to open market acquisitions only and does not authorize set-asides against Federal Supply Schedules or otherwise alter the requirements of the schedules program.
