17. Who does VA award contracts to?
P.L amends 38 U.S.C. which governs VA. This law provides VA with unique and extraordinary contracting authority with Service Disable Veteran-Owned Small Businesses (SDVOSB), and Veteran-owned small businesses (VOSB).
The authority used by VA, and only VA, is that found in Sections 502 and 503 of Public Law (P.L.) currently implemented by Office of Acquisition and Logistics’ Information Letter (IL) , the Veterans First Contracting Program.
VA is authorized to sole source to SDVOSB, up to $5M and to sole source to VOSB if no qualified SDVOSB are found.
