Operations Planning Organizing for Travel Time Reliability Ohio Planning Conference July 15, 2014
2
What is Transportation Systems Management & Operations (TSM&O)? Why is TSM&O Important? How to Advance TSM&O SHRP2 Organizing for Reliability Planning for Operations Agenda
3
Transportations Systems Management and Operations (TSM&O) Defined in MAP-21 “Integrated strategies to optimize the performance of existing infrastructure through the implementation of multimodal and intermodal, cross-jurisdictional systems, services and projects designed to preserve capacity and improve security, safety and reliability of the transportation system.” What is TSM&O?
4
TSM&O Getting the most out of our transportation system, i.e. operating at full potential. Taking back available capacity lost due to: Congestion Incidents / Events Construction Weather Less than Optimal Designs What is TSM&O?
5
Work Zone Management Traffic Incident Management Planned Special Event Management Road Weather Management Service Patrols Traveler Information Traffic Signal Coordination Regional Corridors Transit Signal Priority Ramp Management Active Traffic and Demand Management Managed Lanes Integrated Corridor Management Connected vehicles TSM&O Strategies
6
Why TSM&O? Most congestion is from non-recurring causes Additional capacity won’t address TSM&O strategies are needed Causes of Congestion
7
Transportation Environment is Changing Reduced Financial Resources Reduced Ability to Expand Greater impacts to property and environment Increased availability and reliance on information and technology 24/7 on mobile devices Why TSM&O?
8
Transportation Environment is Changing Increased customer needs & expectations Accurate and reliable information Technology used to improve efficiency and service Greater demand for government accountability Emphasis on measuring performance The future = more technology Connected / driverless vehicles Why TSM&O?
9
TSM&O can help: Preserve and maximize existing capacity Enhance safety Improve reliability Alleviate bottlenecks Improve customer outreach Solve problems quickly at relatively low cost High Benefit/Cost Ratios Why TSM&O?
10
Not primarily a technology issue Not just knowledge of best practices Key is to “Mainstream Operations” Integrate TSM&O into an agency’s: Business processes Institutional arrangements Formal Core function How to Advance TSM&O
11
SHRP2 Organizing for Reliability Formal procedure to mainstream TSM&O Evaluate organizational capabilities 6 Dimensions 4 Levels (Capability Maturity Model) Develop an implementation plan Objective = continuous improvement Executive Support Required How to Advance TSM&O
12
SHRP2 Organizing for Reliability How to Advance TSM&O
14
Business Processes Planning, programming and budgeting Is there a formal TSM&O plan or program? o With documented priorities and procedures? Is there dedicated TSM&O funding? Is TSM&O integrated into TIP and STIP? Are TSM&O expenditures tracked? How to Advance TSM&O
15
Systems and Technology ITS Architectures, Systems Engineering and Standards/Interoperability Is the Architecture being used effectively? Is Systems Engineering being used effectively? Are systems and devices interoperable? Are technologies standardized and documented? How to Advance TSM&O
16
Performance Measurement Measure definition, data and results Are TSM&O objectives defined? Are TSM&O performance measures defined? Is output data being collected? Is outcome data being developed? How are results presented? o Both internally and externally How to Advance TSM&O
17
Culture Leadership and outreach Does management understand and support TSM&O? Do you have a TSM&O story? Have you prepared a business case document? How do you make TSM&O visible and relevant? Is TSM&O a formal core program? How to Advance TSM&O
18
Organization/Staffing Organizational structure, recruitment and retention Where is key TSM&O staff located in your organizational structure? Have the TSM&O technical needs been identified? Do you have difficulty recruiting and retaining TSM&O staff? How to Advance TSM&O
19
Collaboration Relationships and partnering What are your relationships based on? o Formal MOUs or informal/personal basis How do you partner with other agencies? o Co-training, formal agreements and incentives? Are after-action debriefings conducted for incidents and planned events? How to Advance TSM&O

24
SHRP2 Organizing for Reliability is focused on one agency Mainstreaming effort must also address: Multi-agency collaboration Regional planning process Planning for Operations How to Advance TSM&O
25
Planning for Operations Joint effort between planners & operators Across modes, agencies and jurisdictions Objectives-driven, performance-based Focus on objectives and outcomes, not a list of projects o Improve average travel time during peak periods by 10% by 2020. Accountability is demonstrated through performance measures Include TSM&O in TIP and STIP How to Advance TSM&O
27
TSM&O Critical component of managing the system Preserve and maximize capacity Enhance safety and reliability Provide performance-based customer service Solve problems quickly and cost effectively Conclusion
28
To Be Successful Mainstream TSM&O Collaborate across modes and jurisdictions Include TSM&O in the planning process Conclusion
