3 MAP-21 Reauthorization Program authorizations expire May 31, 2015 Senate & House Infrastructure Committees –Hearings, drafting Senate & House Revenue Committee –Discussion revenue options House & Senate Budget Committees –Both budgets establish “reserve funds” that would allow spending to be increased if the revenue is found President/USDOT –GROW America - $478B, 6 year bill –14% tax on foreign earnings of US companies

4 Highway Trust Fund - Revenue July 2014- Congress transfers $11B from general fund to HTF to support current spending levels through May 31, 2015 HTF receives $40B annually in revenue and interest MAP-21 spends roughly $53B annually $13B+ annual funding gap to maintain current spending levels

5 Revenue for the HTF Where is the revenue?  Stand alone gas tax increase?  VMT fee?  Comprehensive tax overhaul with a gas tax increase?  Devolution to the states?  Additional general fund transfers? Unlikely Likely

6 AMPO Reauthorization General Recommendations Address long term health of the HTF – keep all options on the table At minimum, maintain current funding plus inflation Pass a 6-year reauthorization bill – provide predictability and certainty in funding and policy

7 AMPO Reauthorization Recommendations Empower MPOs –Increase Surface Transportation Program (STP) sub allocation percentage to MPOs –Sub allocate Congestion Mitigation and Air Quality (CMAQ) –Increase Planning (PL) funding Include MPOs in decisions for designations of urban freight corridors

8 U.S. DOT – GROW America Proposal $478 billion, 6-year bill –$317b for highways –$115b for transit New Programs –New $13.4 billion Critical Immediate Investments –New $10 billion Multimodal Freight Investments  MPOs required to be on State advisory committees  MPOs eligible applicants under grant program –$2 billion Fixing & Accelerating Surface Transportation (FAST) competitive grants $1.25 billion TIGER

9 U.S. DOT GROW America MPO Provisions Secretary may designate an MPO as a “High Performing” MPO & grant additional STP funds $70 million pilot program for MPOs 1+ million in population to improve transportation connectivity to disadvantaged Americans and neighborhoods with limited options Requires MPOs to offer a higher degree of public participation

10 Looking Ahead: MAP-21 Reauthorization Staff does not anticipate major policy shifts USDOT completion of performance measure rules No changes in apportionment formulas Freight program with funding is possible Continue improving project delivery
