7/4/20154 COVERAGE OF SADA AREA SADA area covers 54.4% of land space of Ghana; About 30% of population of Ghana; Poorest part of the country according to GLSS6; Huge potential for agric, tourism, mining, solar and hydro energy generation etc, Parliament passed ACT 805, 2010 to address equity gaps and to accelerate development in this zone; New CEO and Board since June 2014. 7/4/20157 HEALTH CHALLENGES IDENTIFIED 1. Absence of comprehensive health plan for SADA zone encompassing all health actors and the determinants of health; 2. Multiple health M&E frameworks and indicators making it difficult to track impact; 3. Weak coordination of health actors and interventions in the zone; 4. Quality issues with some CHPS in the zone; 5. Inadequate and inconsistent funding of health and health determinants relative to need SAVANNAH ACCELERATED DEVELOPMENT AUTHORITY (SADA)

7/4/20158 HEALTH CHALLENGES IDENTIFIED 6. Huge human resource gaps-doctors, specialists, midwives etc: Attraction & retention of health professionals big challenges. 7. Serious issues with NHIS-registration, accredited pharmacies and overall implementation in the zone; 8. Challenges with health research and dissemination. 9. 7/4/20159 KEY RECOMMENDATIONS 1. Include comprehensive health plan in SADA master plan and 5-year implementation framework- TA assistance and strong sector participation required; 2. Put in place a framework for joined-up annual consolidated health work plans, M&E and budget for the SADA zone possibly starting 2016; 3. Map-out health actors in SADA zone for better coordination; 4. Establish a one-stop information platform linking the DHIMS to the SADA digital health map. 5. 7/4/201510 KEY RECOMMENDATIONS 6. Conduct a comprehensive assessment of state of CHPS implementation in SADA zone; 7. Investigate enhanced incentive model for attracting and retaining key health professionals in the SADA zone; 8. Roll-out health innovations in SADA zone-tele-medicine, adoption of India technology for manufacturing low- cost and hygienic sanitary pads for girls in the SADA zone, computerisation of health records; 9. Develop a strategy to promote private sector investments and PPP in the health sector in the zone; 10. Facilitate linkages between private sector models such as Sanford with the public sector for synergies and innovation; 11. Technical and financial support to conduct an assessment of the state of CHPS implementation in the SADA zone; 3. Technical and financial support SADA to map-out health actors in the SADA zone to improve coordination; 4.
