To provide the Programme of Action to resolve the NC(V) certifications backlog within 12 months 2 Purpose

In 2011 the Minister of Education mandated that all NC(V) certificates must to be issued by Umalusi backdated to 2007 November exams The issuing of certificates commenced in April 2013 4 Background

A number of escalations were made by DHET, which led to SITA considering appointing an external Service Provider to clear the backlog in 2013 A Request for Information (RFI) and a Request for Bid (RFB) were published. Three Service Providers responded to the RFI and two continued to respond to the RFB In the responses to the RFB from the Service Providers they expressed their inability to commit to set target dates because of the many dependencies in the execution of the certification process The RFB was cancelled after mutual consent between DHET and SITA towards the end of 2013 5 Previous Efforts

Certification Process is manually driven requiring dedicated human resources from both DHET and SITA The current process will result in the backlog only eliminated after 2.5 years There are few resources with the required knowledge of the certification business rules Current IT system is complex and difficult to maintain 6 Key Constraints/Issues

DHET to dedicate six (6) resources fulltime to the certification process Umalusi to reduce response time to 1 day SITA to: a.dedicate 2 experienced resources fulltime on project b.dedicate 2 additional resources on analysis of results c.insource 2 experienced resources from Umalusi d.hire a project manager who will lead a single team (DHET, SITA, Umalusi) in resolving the backlog 7 Programme of Action
