Welch, LCLS Commissioning Worskhop, SLAC End of Startup Startup Plan goes well beyond "Start of Operations" which is met when X Rays are detected at the Far Hall At the end of Phase III we leave the machine with operators who are then able to provide users with required beams on a daily basis.
