4  Lack of training in the fundamental aspects of data management  Lack of computing and statistical skills  Inadequate hardware and software resources  Lack of computer networking resources  Restrictions in physical spaces: inhibits the confidential conduct of interviews

5  Accuracy of the record keeping systems  Scope of Administrative Records  Varying definitions for indicators  Timeliness in reporting  Scope of Data

6  Access to data/ records at various levels within organizations  Duplication  Legal issues /confidentiality  Inadequate / lack of training  Meeting the requests and commitments from regional and international agencies

7  There is the need to evaluate or review the existing capacities among the agencies to determine capacity for permanent home for central registry.
