3 SWMP OVERVIEW Delineates a Solid Waste Management Area (SWMA) Identifies the local governing body (Fiscal Court or 109 Board) Outlines the objectives for solid waste programs and services Involves comprehensive programs to manage waste Requires ongoing implementation and evaluation Provides for a 5-year Plan Update Requires amendments to programs and services as needed

4 SWMP Amendments include any change to solid waste services or programs. Amendment Proposals originate from private individuals, commercial businesses, industry or local government. Amendment Reviews involve the SWMA, DWM, public interest, business and/or other entities. 5 EXAMPLES OF AMENDMENTS Minor Updates - Proposals that do not have a significant impact on the SWMA Correcting a clerical error Correcting a typographical error Change in the name, address or phone number of a person identified in the plan Revisions to solid waste ordinances such as waste haulers, franchises or other service changes in which a public notice and comment period have already been conducted Major Updates - Proposals that significantly impact SWMA and often involve siting issues Increase in fees to the public Diminishing services to the public Closing a solid waste facility Establishing a new solid waste facility Expanding the size or capacity of a facility Changing the location of a solid waste facility
