EIE/TYPE2/05/116/SI2.421505 2 Residential Energy Efficiency Credit Line  The REECL facility aims to give householders across Bulgaria an opportunity to realise the benefits of energy efficiency home improvements by providing them with loans and incentive grants through local participating banks.  Householders can obtain incentive grants from €350 to €2000. 3. EIE/TYPE2/05/116/SI2.421505 3 Through Bulgarian banks the REECL Programme provides financing to Bulgarian householders to tackle the inefficient use of energy and fuels in their residences. EIE/TYPE2/05/116/SI2.421505 4 Loans and grants are given to the following energy efficiency installations: Energy Efficient Windows; Insulation of Walls, Roofs, and Floors; Gas Boilers with or without associated controls, space heating and hot water storage systems; Biomass Room Heaters, Stoves and Boiler Systems with or without associated controls, space heating and hot water storage systems; Solar Thermal Systems with or without associated space heating and hot water storage systems; Cooling and Heating Heat Pump Systems. 5. EIE/TYPE2/05/116/SI2.421505 5 Eligible Installers The Participating Banks appoint suppliers and installers, which are enlisted as Eligible Installers for the REECL Programme. In the case eligible equipment and materials, installed or supplied by Eligible Installers, the Participating Banks may disburse the personal loan proceeds and incentive grants with respect to such eligible equipment and material directly to the Eligible Installers for application of such proceeds and grants to the payment of the relevant equipment and materials and their installation, provided that all conditions relating to validation of completion of the energy efficiency projects are met. 6. EIE/TYPE2/05/116/SI2.421505 6 Incentive Grants Incentive grant support is available from the REECL Programme in conjunction with the personal loan financing from the Participating Banks. In case of compliance with the terms and conditions of the REECL Programme, householders are entitled to receive payments up to 20% or 30% of the total amount financed by a Participating Bank toward implementation of their eligible energy efficiency home improvement projects, provided that the incentive grants payable in respect of each eligible energy efficiency measure do not exceed the maximum amount set forth in the table below and the total incentive grant per borrowing householder do not exceed the cap of €2000.
